Description
NOTICE OF INTENT: The Department of Homeland Security, US Customs and Border Protection, USBP Air and Marine Operations Center, intends to enter into a sole source contract with Pratt & Whitney Canada Corp (P&WC), Longueuil, Quebec, Canada, for the conversion of a Government owned UH-1H helicopter to a P&WC PT6C-67D gas turbine engine. The engine must have a Standard Type Certificate and will include all modifications to the helicopter to support the new engine. The requirement will be processed under authority of 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any interested person may, within fifteen (15) days from the date of this Notice, indicate interest in this requirement by submitting a letter to the Contracting Officer at U.S. Border Patrol Air and Marine Operations Center, 9C Butterfield Trail, El Paso, TX 79906.
