Description

This is a notice of intent to negotiate a follow-on non-competitive purchase order with Mr. Grant W. Anderson, Jr. Mr. Anderson is currently assisting USAID?s Office of Human Resources with the development of the USAID Human Capital Strategy and five Strategic Objectives (SOs) in order to conform with the President?s Management Agenda (PMA). His continued services are required to produce the deliverables called for under the Human Capital Agenda, a sub-set agenda of the broader PMA, and to meet deadlines established by OMB. Tasks will include (1) preparing draft action plans for implementation of specific portions of the human capital strategy, based on knowledge of USAID strategic planning methodology as well as the issues associated with USAID?s new Human Capital Strategy; (2) preparing budgets and monitoring plans, including indicators and targets, for the action plans he develops; and (3) subsequent to the review of the drafts by the Human Capital Subcommittee, providing additional drafts of these documents. Services will be provided on site at USAID/Washington for approximately one month (25 work days) near the end of each quarter for four quarters beginning October 1, 2004. A secret level clearance is required.
