- NOTE: This Pre-Solicitation Notice was first issued under 550-02-04. This notice is to correct the numbering used. The Solicitation (550-21-4) has already been issued (May 3, 2004). Outpatient Clinic Custodial Contract. The VA Medical Center, VISN 11, Indianapolis, IN plans to solicit for a ?Fully-Managed Total Environmental Sanitation Maintenance Program? to be performed at the Decatur VA Outpatient Clinic, Decator, Illinois. The offeror shall furnish/obtain all necessary licenses and/or permits required to perform this work in the State of Illinois, all labor, supervision, management/support, transportation, supplies, equipment, and materials, necessary to provide hospital custodial and aseptic cleaning for one (1) building of 8,870 square feet. The contract will be a Firm-Fixed Price, with a Base Year and four (4) Option years. The NAICS code for this Procurement is 561720, with a Size Standard of $14 million. This solicitation is issued as a Service Disabled Veteran Owned Small Business Set-Aside. The solicitation is to be issued on or around April 30, 2004, with a proposal due date of approximately June 1, 2004. All offerors will need to be registered with Central Contractor Registration (www.ccr.gov). Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (a) The proposed contract is 100% set aside for award to service-disabled veteran-owned small business concerns. Offers or quotations from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision: "Service-disabled veteran-owned small business concern"? (1) Means a small business concern? (i) Not less than 51 percent of which is owned by one or more service disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
