Description
Sole Source. The US Army Communications Electronics Command (CECOM) Acquisition Center Washington, on behalf of the Environmental Systems and Fuel Cell Branch, Army Power Division, C2D, Communications Electronic RD&E Center, Ft Belvoir, VA 22060 int ends to negotiate and award a Sole Source contract with the Modine Manufacturing Company, 500 De Koven Ave, Racine WI 53403 2552. For the hardware demonstration of the transcritical carbon dioxide cooling cycle in selected Army platform applications. Th e work shall include: fabrication of Horizontal Environmental Control Units (ECUs), in two variants; Modification of government-furnished M1114 and M997 High-Mobility Multi-purpose Wheeled Vehicle (HMMWVs) to incorporate CO2 system heating and cooling syst ems; Development of a packaged-unitary 'bolt-on air-conditioning kit' designed for rapid installation on current M998 HMMWVs which are not equipped with factory air-conditioning; and, fabrication of Heat Exchanger assemblies designed for retrofit on govern ment-owned ECUs previously converted to CO2. The Army requires delivery of the prototypes ECU systems 12 months after contract award, HMMWV systems 9 months after contract award, HMMWV Air-conditioning 'kit': 6 months after contract award, and Heat Excha nger assemblies: 3 months after contract award. The contract will be negotiated and awarded under the authority of other than full and open competition FAR 6.302-1. The duration of this effort is 12 months.
