- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: ROLLED INGOT THICK & THIN - SEE SPECIFICATIONS LISTED BELOW: Government Furnished Material The Government shall furnish three pieces of GRCop-84 suitable in size for producing the sheet required. The approximate sizes are 2.5? x 9.5? x 24?, 2.5? x 9.5? x 18? and 2.5? x 9.5? x 12?. Line Item 1 (Quanty 1 job) 1. The Contractor shall warm roll the GRCop-84 to 0.040? -0.000/+0.003? thickness x 24? -0.0/+1.0? x approximately 82? (72? minimum). 2. Warm rolling will be conducted at a temperature between 200?C and 400?C (392?F and 752?F). 3. Reduction per pass shall be 15-20%. 4. Reheating will be used when needed. 5. Following rolling, the piece will be annealed at 600?C (1112?F) for 30 minutes. 6. The oxide on the surface of the sheet will be removed by acid dipping. The surface will be further cleaned if needed by surface grinding. 7. General edge cracking will be removed by slitting. If a solitary edge cracks would require slitting to below a 24? width, the sheet will be slit to 24? wide and the remaining edge cracks identified with permanent marker, paint or other indelible markings. Line Item 2 (Quantity 1 job) 1. The contractor will warm roll the GRCop-84 to a suitable thickness for cold rolling the sheet to the final thickness. The intermediate thickness will be determined by the Contractor prior to starting rolling. 2. Warm rolling will be done using the same rolling parameters, annealing and cleaning as Line Item 1. The sheet must be acid dipped to remove the surface oxide prior to any cold rolling. 3. The sheet will be cold rolled to four final thicknesses ? 0.010?, 0.014?, 0.017? and 0.023?. The strips will be cut into 16? long x 24? wide pieces. The expected yield for each thickness is as follows: a. Fourt (4) pieces 0.010" sheet b. Thirty-five (35) pieces 0.014" sheet c. Forty (40) pieces 0.017" sheet d. Nineteen (19) pieces 0.023" thick sheet 4. The sheet may be annealed if needed during cold rolling. Annealing will be done at 600?C for 30 minutes, and the surfaces cleaned using an acid dip to remove all oxide. However, the final product must have a minimum of 25% cold reduction in the thickness. It cannot be supplied in the annealed state. Edge cracking will be closely monitored, and the strips slit as needed to control it. The provisions and clauses in the RFQ are those in effect through FAC 01-22. The NAICS Code and the small business size standard for this procurement are 332999 AND 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by COB 05/20/04 to FAX # 216-4332480 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
