- NASA/KSC is hereby soliciting information about potential sources for pursing the procurement and implementation of a commercial off the shelf (COTS) Electronic Health Record System (EHRS) to replace its current paper-based medical records. The vendor must provide an operationally functional application with a demonstrated capability to meet the medical, administrative, and regulatory requirements of an Occupational Health (OH) clinic through proven work flow processes. The minimum functional requirements for the application include but are not limited to management of injury and illness, management of medical surveillance and certification programs, management of multiple provider schedules, and seamless interface with medical equipment and external clinical laboratories. The application must be managed from one central location and use the Internet securely as the vehicle for inter-communication at fourteen (14) individual site clinics requiring access to all health records. Internet performance must not be the limiting factor for application processing speed or security. The application must collect all information in one central location for the purpose of redundant information backup and sub-population level query. The key objectives of the EHRS include the following: 1. Standardization of healthcare delivery across all NASA clinics 2. Improved effectiveness of identifying and managing occupational health issues in the workplace 3. Compliance with Federal regulations and OH standards 4. Metrics-based management of OH elements 5. A market valuation of services provided The application?s process design, data modeling, and system validation will be performed once with implementation at each site clinic performed on a rolling schedule. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Timothy Freeland no later than 5-26-2004.
