Description

CBD COMBINED/SYNOPSIS SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This proposed action is for supplies for which the Government intents to solicit and negotiate with one source, Indigo Systems Corporation, 70 Castilian Dr., Goleta, CA., IAW FAR 6.302-1. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source. Persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. See numbered note 22 for further specifics. (ii) This Solicitation PFPA-04092-SP-105 is a Request for Quote (RFQ) for Omega Thermal Imaging Camera with 11mm Lens and Hot Shoe adapter to interface with Sony Camcorder. (iii) This Solicitation document and incorporated provision(s) and clauses are those in effect through Federal Acquisition Circular 01-21, effective March 26, 2004. The Small Business Competitiveness Demonstration Program does not cover this procurement. (iv) CLIN 0001: Omega Thermal Imaging Camera with 11mm lens including standard accessories (I/O Module, Camera Interface Cable (3ft), 120V AC Converter and line core, lens cap, tripod adapter, camera control software, user?s guide) CLIN 0002: Hot Shoe Adapter ? Provides interface to Sony Camcorders with intelligent accessory Shoe. (v) Date(s) and place(s) of delivery and acceptance and FOB point are as following: 15 June 2004, PFPA Security Services Directorate, 9000 Defense Pentagon, 4A150, Washington, DC 20301-9000. (vi) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (vii) FAR 52.212-2, Evaluation- Commercial Items does not apply to this sole source acquisition. (viii) Offerors are to include a completed copy of provision FAR 52.212.3, Offeror Representations and Certifications-Commercial Items. (ix) The following provision does apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. (x) The following clause is applicable to this acquisition: FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clause within the aforementioned clauses are being selected as applicable: 52.222-19, 52.222-21, 52.222-26, 52.225-1, 52.225-15, 52.232-33. In addition, the following clauses apply to this acquisition: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.204-7, Required Central Contractor (CCR) Registration are applicable to this requirement. Firms not registered in the CCR may register by calling 1-888-227-2423 or via the Internet at http://ccr.gov. ONLY FIRMS REGISTERED IN THE CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xi) There are no additional contract requirement(s) or terms and conditions necessary for this acquisition that are consistent with customary commercial practices. (xii) There is not a Defense Priorities and Allocations System (DPAS) number assigned to this acquisition.
