Sources Sought for Deuterium Gas (D2) and Heavy Water (D2O). The Missile Fuels Commodities Business Unit has sole responsibility to support all DoD programs utilizing D2. To do this, the Government must maintain a serviceable inventory of D2O for conversion on demand into D2 in accordance with MIL-P-87897 dated 01 Oct 1982. Interested contractors should contact the above office with answers to the following questions not later than 17 December 2003: 1) Do you have a history of production of D2 in accordance with MIL-P-87897 dtd 01 Oct 1982 and are you interested in bidding on government contracts? a. Are you willing to use contractor furnished D2O for conversion to D2 ? Do you have one or multiple reliable sources for meeting your D2O needs? b. Are you willing to use government furnished D2O for conversion? 2) If you are available to supply D2O and additional services as required. a. What is the market value of D2O? b. Can you meet spec requirements for D2O as follows: D2O ? 99.75 mol % (used to mean D/H + D X 100) Turbidity ? 5.0 ppm SiO2 Conductivity ? 15 micro S / cm at 25 degrees Celsius KmnO4 Demand ? 5 mg / kg Tritium ? 0.002 micro Ci per milliliter maximum ph 6.0 minimum, 8.0 maximum (+ or - .5) Chloride ? 0.1 ppm 3) Are you able to supply additional services? a. Cost to provide analysis of the D2O in the government?s inventory. b. Blend and/or mix our D2O to bring up to the above minimum requirement. c. Purchase the D2O in the government?s inventory?
