- SOLICITATION NRCS-01-MD-04 IS AMENDED AS FOLLOWS: Under PRE-SELECTION CRITERIA: CHANGE RESPONSE DUE DATE TO: No later than 2:00 pm EDT, June 1, 2004. Under PRE-SELECTION CRITERIA: CHANGE ITEM 1. TO READ AS FOLLOWS: 1. Submit form SF 254 and form SF 255 and clearly indicate the office location where the work will be performed and the qualifications of the individuals proposed to work on the contract showing all disciplines including but not limited to civil, agricultural, environmental and geotechnical engineering, as well as their geographical locations. In addition to the information provided in the SF 254 offerors should submit the following information for each project identified in these forms; (a) Project location, (city and State). (b) Identify all NRCS standards and specifications used. (c) Clearly identify if each project includes agricultural waste management systems, agrichemical handling facilities, and/or irrigation systems. (d) Identify each project?s original engineering design cost and time schedule as well as the final engineering design cost and time schedule. If the difference between original and final is more than 5%, Offerors should explain why. (e) Identify each project?s original construction cost estimate and time schedule as well as each final construction cost and time schedule. If the difference between original and final is more than 5%, Offerors should explain why. (NOTE: Form SF 330 is not being accepted by this office yet.) In addition to the information provided in part 7 of the SF 255, identify the percent of time spent in each discipline, including, but not limited to those mentioned in EVALUATION FACTOR 2 below. Under PRE-SELECTION CRITERIA: ADD ITEM 8. TO READ AS FOLLOWS: 8. All Offerors must be registered in the federal Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration log-on to the CCR web site at www.ccr.gov. Under EVALUATION FACTORS: CHANGE PARAGRAPH EVALUATION FACTORS TO READ AS FOLLOWS: All firms responding to this announcement will be evaluated on the following factors: 1. Experience with similar types of projects in the State of Maryland, to include; agricultural waste management systems, agrichemical handling facilities and irrigation systems, (30%). 2. Specialized experience and technical competence, including soil mechanics, hydrology, hydraulics, surveying, structure design and construction oversight, (25%). 3. Professional capabilities, (20%). Evaluations will be based upon the number and type of Engineers proposed to work on the contract and their years of experience. 4. Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules, (15%). 5. Experience with NRCS standards and specifications, (10%).
