Description
Modification 0002 - The purpose of this modification is to notify all potential offerors that this requirement will be a 100% HUBZONE Set-Aside. Modification 0001 changed the NAICS code to 561210 with a size standard of $30,000,000. Pre-Solicitation Notice for Grounds Maintenance and Landscaping Services Acquisition is set-aside for 100% Small Business to perform Grounds Maintenance and Sprinkler/Irrigation Services. The contractor shall provide all management, tools, supplies, equipment and labor necessary to perform grounds maintenance and irrigation/sprinkler maintenance services at Charleston AFB, South Carolina in accordance with standards established by Professional Grounds Management Society (PGMS), Tree Care Industry Association (TCIA) and all federal and state applicable laws, regulations and commercial practices. Contractor tasks include: Maintain Improved Grounds, approx. 640 acres, Semi-Improved Grounds, approx. 1,200 acres, Controlled Areas, approx. 30 acres, and High Visibility Areas, approx. 80 acres. Service to Special Events/ DV Visits and Perform (Maintain) Erosion Control. Provide Maintenance to existing Sprinkler/Irrigation Systems. A firm-fixed price, Base and four (4) one year option periods is contemplated with a possible additional five (5) incentive option periods based on performance. This action is being considered for 100 percent set-aside for HUBZONE Concerns. Interested HUBZONE Concerns should indicate their interest to the Contracting Officer, in writing, as early as possible, but not later than 15 Apr 04. As a minimum, the following information is required: (a) a copy of the certificate issued by the Small Business Administration of your qualifications as a HUBZONE concern; (b) a positive statement of your intention to submit a proposal on this contract as a prime contractor; (b) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZONE Concerns. Failure to submit all information requested may result in a contractor not being considered as an interested HUBZONE Concern. If adequate interest is not received from HUBZONE Concerns, the solicitation will be issued as a 100% Small Business Set-Aside without further notice. Therefore, replies to this notice are requested from Small Business Concerns as well as from HUBZONE Concerns. The Government reserves the right to award a contract to other than the lowest price. The applicable North American Industry Classification System (NAICS) code is 561730 with a small business size standard of $6,000,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the best value to the Government. It is anticipated the solicitation will be issued electronically on or about 11 May 2004 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Those unregistered in CCR may do so by calling 1-800-334-3414 or by visiting http://www.ccr.gov/. Registration requires applicants to have a Duns Number from Dunn and Bradstreet. Registration may take up to three (3) weeks to process. Recommend registering immediately in order to be eligible for timely award. Anticipate award by 1 October 2004.
