Description
THE FOLLOWING QUESTIONS AND ANSWERS ARE HEREBY PROVIDED TO ALL QUOTERS FOR INFORMATIONAL PURPOSES AND DO NOT BECOME PART OF THE SOLICITATION: PART ONE 1. On the Desktop System: On Page 2: The Case Dimensions are Unclear: The requirement states Case Dimensions - 18" x 6 7/8"H x 18 3/8Dx 7W. Could you please specify the dimensions, they are unclear. Are Dimensions of 17.5"(H) x 7"(W) x 19"(D) acceptable? THE SOLICITATION IS CLEAR ON ITS FACE 2. On the Laptop Computer: a) Processor Pentium 4-m 2.4GHz. This processor is being discontinued by Intel according to Intel's website in December of this year, which will make this processor obsolete and cause potential replacement/supply problems. Would the Navy accept another processor that has equal benchmark performance standards, if such performance can be verified? THE SOLICITATION IS CLEAR ON ITS FACE 3. The Navy is requesting am internal, swappable, removable 250MB Zip Drive. If we are providing the required 3.5" Floppy Swappable Internal Drive and CD/DVD Internal Swappable Drive to meet your requirements, can we propose an external USB 250MB Zip Drive, since all of our suppliers that have the Floppy/CD-DVD Dual Drive requirement met, do not offer the Internal Swappable 250MB Zip Drive. THE SOLICITATION IS CLEAR ON ITS FACE 4. We are unclear as to the submission of the Bid in response to this requirement. Are you requesting we provide (1) desktop and (1) laptop with our proposal submission, or are you requiring them (the Desktop and Laptop) 2 weeks after the closing date of the Solicitation? The delivery requirement on the unit requested for technical review seem unclear, please clarify. SEE PART 2 5. Is this requirement Full and Open competition or are there Set-Aside provisions (Small, Disadvantaged, Disabled Veteran, 8A Businesses) that will be part of the evaluation and selection of the awardee? THE SOLICITATION IS CLEAR ON ITS FACE 6. In the solicitation it says that they have to be Pentium 4 3.06 cpu;s with an 800mhz Front side bus and ddr 400 memory, that?s impossible, the P4 3.06 is a 533 front side bus processor and uses ddr 333. You have to fix it to say a Pentium 4 3.0 or 3.2 with a 800 mhz Front Side Bus. SEE PART 2 7. These units are to be dropped shipped or will they need to be installed and setup? THE SOLICITATION IS CLEAR ON ITS FACE 8. Was curious if there were any specific systems that these were modeled after, such as dells or gateways and if so what are the model numbers? THE SOLICITATION IS CLEAR ON ITS FACE 9. Regarding the subject solicitation, are you seeking one source for both items (desktops and notebooks) on this bid. Or, would it be acceptable for my company to bid solely on the notebooks? THE SOLICITATION IS CLEAR ON ITS FACE 10. Included in the specifications for the desktop configuration are the dimensions of the CPU case, which read 18" X 6-7/8"H X 18-3/8"D X 7"W. Will you please clarify the height dimension (18" X 6-7/8"H)? THE SOLICITATION IS CLEAR ON ITS FACE 11. Additionally, what exactly is meant by "CONUS" and "OCONUS" support? SEE PART 2 12. 3 year onsite service locations within US (including AK, HI) or international locations? THE SOLICITATION IS CLEAR ON ITS FACE 13. Please explain what ?warranty must support DOD declassification? means. SEE PART 2 14. Desktop system configurations: a) CRU Removable HDD Kit ? Can we use a different brand of the HDD kit instead of CRU brand? b) Smart Card Reader ? SCM SCR331: This model is discontinued. Can we quote a different brand memory card reader? THE SOLICITATION IS CLEAR ON ITS FACE 15. Desktop: What is the need for the 7 bays in the computer and its intended utilization? What is the need for internal and external bays? ?Drive Bays: Two internal 3.5?, two external 5.25?, three external 3.5? THE SOLICITATION IS CLEAR ON ITS FACE 16. Desktop: Is it allowable to send these units with Windows XP license but loaded with Windows 2000? Reason: Microsoft has ended as of 3/31/04 sending out OEM boxes with Windows 2000 licenses. Microsoft provides downgrade rights to previous releases. SEE PART 2 17. Notebooks: Is a PCMCIA Fire wire card an acceptable solution? THE SOLICITATION IS CLEAR ON ITS FACE 18. Has there been discussion about the processor and the advantages of having the Pentium M vs. the Regular Pentium 4?? THE SOLICITATION IS CLEAR ON ITS FACE 19. Does the customer require software imaging services? THE SOLICITATION IS CLEAR ON ITS FACE 20. Pg. 3, ?Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control?: What are the customer?s expectations as far as inspection requirements and quality control? SEE PART 2 21. Pg. 3, Laptop specifications ? ?Removable Media ? 250MB ZIP Drive, internal swappable?: Would the customer accept an external USB solution? THE SOLICITATION IS CLEAR ON ITS FACE 22. Pg. 3, Laptop specifications ? ?Memory ? 1 GB DDR SDRAM ECC 333Mhz, 2 DIMMS?: I am not aware of ECC memory available for laptops, is this an actual requirement? THE SOLICITATION IS CLEAR ON ITS FACE 23. Pg. 3, Laptop specifications ? ?CD/DVD ROM ? internal 8-24-10-24 SWDVD/CDRW Combo drive?: Please confirm customer is not looking for a DVD/RW+ on the laptop. THE SOLICITATION IS CLEAR ON ITS FACE 24. Pg. 3, Laptop specifications ? ?Security ? Smart Card Reader (USB), SCM SCR 331?: Our new notebook incorporates an integrated Smart Card Reader, would this be acceptable to the customer? THE SOLICITATION IS CLEAR ON ITS FACE 25. Pg. 3, Laptop specifications ? ?Ports ? PCMCIA (Supports 2 Type I/II, 1 Type III) USB 2.0, Firewire IEEE1394 Parallel Serial (9 pin), 2 Ports, (Ports must be flushed with case), 6-pin connector?: Please clarify the ports requirement, specifically ?2 Ports, (Ports must be flushed with case), 6-pin connector.? SEE PART 2 26. Is it acceptable to supply two quotes? THE SOLICITATION IS CLEAR ON ITS FACE 27. Will every bidder be supplying an eval unit, or are you going to take the bids and then ask only a subset of them to supply eval units? THE SOLICITATION IS CLEAR ON ITS FACE 28. It appears the case dimensions are restrictive, as we are having difficulty in finding a manufacturer that meets them. Is there any possibility of relaxing this requirement? THE SOLICITATION IS CLEAR ON ITS FACE 29. Can we please specify bay requirements and usage for the desktop systems? THE SOLICITATION IS CLEAR ON ITS FACE 30. Can 3.5? bays be swapped for 5.25? bays? If not, are 3external 3.5? bays required? THE SOLICITATION IS CLEAR ON ITS FACE 31. The operating system you are requesting is not what is being shipped by manufacturers, as they are shipping with windows xp. Is the user sure they want this older release of the operating system? THE SOLICITATION IS CLEAR ON ITS FACE 32. Does a vendor have to provide the OCONUS support OCONUS or can the systems be shipped to the repair site for repair? SEE PART 2 33. Do the OCONUS sites include locations that are not in US territories? THE SOLICITATION IS CLEAR ON ITS FACE 34. What does the DOD classification process include? SEE PART 2 35. Would HP displays be a problem to include in the RFQ response? THE SOLICITATION IS CLEAR ON ITS FACE 36. Is there a certain maximum amount that the Dept. of the Navy would like to spend for each type of product? THE SOLICITATION IS CLEAR ON ITS FACE 37. If possible, please provide me with a detailed list of the CONUS sites the system will be going to. Also needed would be an indication as to what volume we are looking at supporting in these locations and if the volume is predicted to increase. THE SOLICITATION IS CLEAR ON ITS FACE 38. As far as the Laptops are concerned, do they need to be of the ?ruggedized? version? THE SOLICITATION IS CLEAR ON ITS FACE 39. What is the Navy looking for as far as color scheme example (17? LCD Monitor ? Black or Ivory) (Case: Desktop ? Black or Ivory) (Keyboard & Mouse ? Black or Ivory), this would help me to determine pricing & availably for this bid. THE SOLICITATION IS CLEAR ON ITS FACE 40. There is one issue which my technicians have brought to my attention in configuring the system, and that is that the processor required (Processor ? Pentium 4, 3.06 GHz 8k level 1 build-in cache, 512KB level 2 built in cache with Netburst Architecture, 800MHz FSB, mother board must support 800 MHz FSB) is not an 800MHz FSB processor. We can use any of the following processors to support the 800 FSB Requirement, however I wanted to see which you?d prefer. 800 MHz system bus: 3.40 GHz/3.20 GHz/3.0 GHz 533 MHz system bus: 3.06 GHz THE SOLICITATION IS CLEAR ON ITS FACE 41. Regarding the solicitation, manufacturers (IBM, HP, Dell, etc.) will have several vendor/resellers bidding on this opportunity. If the manufacturers are sending demos systems is it necessary to duplicate demo systems from every reseller? For instance, if Dell sends a specific model for evaluation of desktops and laptops model XXX, is it necessary for each reseller submitting a Dell quote to provide identical model XXX demos if they intend to submit the same model as the manufacturer? THE SOLICITATION IS CLEAR ON ITS FACE 42. Regarding this statement in the solicitation, ?Past Performance ? The quoter shall describe its past performance on directly related or similar contracts it has held within the last five (3) years which are similar scope, magnitude, and complexity to that which is detailed in the synopsis/solicitation or affirmatively state that it possesses no relevant directly related or similar past performance.? Should it read 3 or 5 years? SEE PART 2 PART TWO 1. Page 1 of the synopsis/solicitation, in the ?Description? Section, CLIN 0001, the giga-hertz (GHz) is revised to read ?3.0? vice ?3.06?. 2. Page 2, CLINs 0001 and 0002, ?Software/OS?, the following statement is hereby incorporated: ?Currently, all OEM units with Windows 2000 are loaded with Windows XP License.? 3. Page 2, CLINs 0001 and 0002, ?Warranty? is revised to read as follows: ?3 year, 24 hour, 7 days a week, CONUS onsite support and OCONUS phone support; Warranty must support DOD classification process. Warranties shall remain in effect on all delivered units following the Government completing procedures to declassify classified units. CONUS ? Continental United States, consisting of the 48 contiguous States and the District of Columbia; OCONUS ? Outside CONUS consisting of Alaska, Hawaii, Commonwealths of Puerto Rico and the Northern Mariana Islands, Guam, the territories and possessions of the United States, or foreign countries.? 4. Page 2, CLIN 0002, under ?Ports?, the phrase ?6 pin connector? is deleted in its entirety. 5. Page 2, in the ?Description? Section, third paragraph, the third sentence is deleted and replaced with the following: ?At the closing date of the synopsis/solicitation, vendor shall submit both his quote (price and technical) and deliver 1 desktop and 1 laptop to SPAWAR San Diego C4I Programs Office Philadelphia for technical review.? 6. Page 2 in the ?Description? Section, third paragraph, the fifth sentence is deleted and replaced with the following: ?Delivery of 1 desktop and 1 laptop is required at the solicitation?s closing date; 49 desktops and 199 laptops, 2 weeks after date of award; 50 desktops and 200 laptops, 4 weeks after date of award; 10 desktops and 200 laptops, 6 weeks after date of award.? 7. Pages 2-3, the delivery address, the following additional information is hereby incorporated: ?Attn: Receiving Officer; Mark For Stub #?s N66001-406042001/2?. 8. Page 3, the following sentence is hereby deleted: ?Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.? 9. Page 3 of the synopsis/solicitation, in the ?Description? Section of the synopsis/solicitation, third paragraph, the following clauses are hereby incorporated: 52.212-3 Offerors Representations and Certifications ? Commercial Items (JAN 2004) and 52.215-5 Facsimile Proposals (OCT 1997) (paragraph (c): 215-697-9569) 10. Page 3, Past Performance, the first sentence is revised to read as follows: ?The quoter shall describe its past performance on directly related or similar contracts it has held within the last three (3) years which are of similar scope, magnitude, and complexity to that which is detailed in the synopsis/solicitation or affirmatively state that it possesses no relevant directly related or similar past performance.? 11. Page 5 of the synopsis/solicitation, in the ?Description? Section of the synopsis/solicitation, the first full sentence at the top of the page is revised to read as follows: ?Quotes shall be limited to 20 pages, inclusive of a completed copy of 52.212-3 with its ALT I.?
