Description
This is amendment 0003 to the subject solicitation. The above referenced solicitation is hereby amended to make changes to Sections B, C, E, F & M of the solicitation and extend the due date for proposals. 1. The due date for proposals is hereby extended as follows: FROM: May 6, 2004 at 3:00 PM Local Time TO: June 2, 2004 at 3:00 PM Local Time 2. The following changes are hereby incorporated into the solicitation. The changes delete references to the Contractor performing on-site installation and qualification of the instrument. Additional changes include a request for installation instructions and a requirement that the instrument can be lifted and set down into place during installation. 2a. In the schedule, Line Item 0001, the description is changed to read as follows: ?Design and Construction of a Monochromator Upgrade, as defined in SECTION C DESCRIPTION/SPECIFICATION/WORK STATEMENT.? 2b. SECTION B?B.1 CONTRACT TYPE?, is changed to read as follows: ?This is a firm fixed price contract for the design and construction of a monochromator upgrade as specified in SECTION C DESCRIPTION/SPECIFICATION/WORK STATEMENT.? 2c. SECTION C DESCRIPTION/SPECIFICATION/WORK STATEMENT, C.1?STATEMENT OF WORK/SPECIFICATIONS?, is hereby changed to read as follows: ?The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities to design and construct a monochromator upgrade.? 2d. C.1.2 GENERAL REQUIREMENTS, #2. and the subsequent paragraph are hereby changed to read as follows: ?The entire system must be computer interfaceable to a Labview-based program (to be described later). These two steps must be carried out with consultation with the Contracting Officer?s Technical Representative (COTR). The final product must be delivered to NIST with instructions for installation.? 2e. C.1.3: TASKS, C.1.3.4 ?Installation of Monochromator? is hereby changed to ?Installation Instructions? and shall read as follows: ?The Contractor shall provide instructions for installation of the chamber. The chamber shall be constructed in such a way that it can be hoisted on a gantry and lowered into place and supported on the 12? steel girders.? 2f. C.1.3.5: Data Acquisition Software is hereby changed to read as follows: ?The Contractor shall provide drivers for all motors and encoders with explicit instructions for computer interfacing.? 2g. C.1.3.6: Final Acceptance Testing is hereby added and shall read as follows: ?The Contractor shall arrange a date and time to demonstrate all specifications identified in Section C.1.4 on-site at NIST, not later than eight (8) weeks after delivery of the monochromator to NIST. This testing shall ensure no damage has occurred during shipment. The Contractor shall be responsible for any troubleshooting and repairs to the monochromator that are identified during this testing. Troubleshooting and repairs shall be completed at no additional cost to the Government.? 2h. C.1.4 DETAILED SPECIFICATIONS, Letter C. is changed to read as follows: ?C. Control Electronics? 2i. Letter B, Installation is changed to read as follows: ?The Contractor shall provide instructions for installation and alignment. The chamber shall be constructed in such a way that it can be hoisted by a gantry and lowered into place on the steel girders. After final alignment, pump down, and baking, the vacuum chambers shall be tested for vacuum integrity (base pressure and RGA scans).? 2j. Letter C, Control Electronics, numbers 3. and 4. are hereby amended to read as follows: ?3. All instrumentation shall be capable of communicating with the control computer by means of an RS-232, IEEE-488.2 (GPIB) bus, or a National Instruments data acquisition board for PCI bus that is supported by Labview version 6.1 and higher." 4. The Contractor shall provide detailed instructions for computer interfacing of all motors and encoders. Motors and encoders must have control electronics with capabilities outlined in 1 thru 3 above. The vendor shall provide data on grating tilt(s) vs. encoder reading (s) and motor steps as well as all relevant motor, encoder, and driver manuals.? 2k. SECTION E INSPECTION AND ACCEPTANCE, E.3?INSPECTION AND ACCEPTANCE?, Paragraph 3 is changed to read as follows: ?Final inspection & acceptance shall be completed on-site at NIST after delivery. All detailed specifications identified in C.1.4 shall be demonstrated prior to final acceptance. The Contractor shall troubleshoot and repair any areas that do not meet the specifications required by C.1.4 at no additional cost to the Government. Final acceptance shall be granted upon successful demonstration of all specifications.? 2l. SECTION F DELIVERIES OR PERFORMANCE, F.5 DELIVERY SCHEDULE, DELETE:?Completion of Installation & Alignment of Monochromator? and ?Complete Working Software Package for Control of Grating Angle" ADD: ?Complete Installation Instructions. Due Date: 48 weeks after date of award Drivers for all motors & encoders with instructions for interfacing. Due Date: 48 weeks after date of award On-site demonstration of specifications and repair as-needed. Due Date: 48 weeks after date of award? 2m. SECTION M EVALUATION FACTORS FOR AWARD, M.2?EVALUATION CRITERIA?, the following change is hereby incorporated: FACTOR A ? TECHNICAL CAPABILITY is hereby changed to read as follows: ?Offerors shall demonstrate that their design will meet the requirements in terms of spectral precision, and conform to the existing space constraints on the beamline. Offerors shall provide an explanation of their proposed design and a sketch with sufficient detail to allow NIST to ascertain the overall flange-to-flange dimension of the proposed chamber in the direction of the optical axis of Beamline 7, and, at the same time, provide assurance that all of the optical components are properly positioned.? All other terms and conditions remain unchanged by reason of this amendment.
