- Modification: Attached to this announcement are responses to some questions received over the past week. (End of Modification) The National Oceanic and Atmospheric Administration (NOAA) has a requirement to acquire National Environmental Protection Act (NEPA) support services. The acquisition will be a commercial performance-based requirement. This acquisition will be conducted in accordance with the Federal Acquisition Regulation (FAR) Parts 12 and 37. To review the FAR, go to http://www.arnet.gov. Attached is a copy of the statement of objectives for this requirement. This will be an indefinite delivery/indefinite quantity (ID/IQ) type contract. The period of performance for this acquisition is 1 base year with 4 1-year options. The pre-award phase of this acquisition will be conducted in two phases, (1) Down-Select phase and (2) Solicitation phase. The down-select phase will determine who goes onto the solicitation phase. Process for the Down-Select: Interested parties need to submit a proposal and respond to two questions. The proposal which will include a technical and cost proposal that is in response to the attached Sample Task 1. The two questions are (1) Provide an explanation of the National Environmental Policy Act (NEPA) and its effect on NOAA programs and (2) Provide examples of your company?s work, tasks, and accomplishments relevant to the implantation of NEPA. Examples should address approach, performance measures, and out comes. The proposal will be evaluated both on technical and cost. The maximum page limit for the proposal is 15 pages and the maximum page limit for the question responses is 15 pages. After the down-select decision is made, those offerors selected to move forward to the solicitation phase will be personally contacted. The due date for the proposal and question responses is May 21, 2004. The tentative down-select decision will be made by June 4, 2004. The commercial solicitation will be issued to the offerors who are determined to be within the competitive range by June 11, 2004.
