Description
It is the intent of the National Library of Medicine (NLM) to procure services on a sole source basis from Netcomm, Inc., Rockville, Maryland. The purpose of this requirement is to obtain a digital version of the works of Hippocrates and other Classical physicians and have it mounted on the Perseus and the NLM Website. The project entails: 1) having Greek and English ( or French) versions of Classical medical works entered by keyboard, creating text files; 2) editing the text against paper copies of the texts; 3) marking up the text to produce TEI-encoded XML verisons, which can be used by Perseus and NLM to mount in searchable form on the World Wide Web. The base period of performance for this service is 06/01/04 to 05/31/05, with three (3) additional option years. Netcomm has extensive knowledge of NIH budget systems and has gained considerable experience developing Internet and Intranet solutions customized to several NIH organizations, e.g. NLM?s DIRLINE database. Netcomm development staff already has spent considerable time in the preliminary phases of this project and at this point is uniquely qualified to continue and complete this project. The introduction of another developer at this juncture would add needless cost to the project and extend the development period to accommodate the learning curve period. This would unnecessarily delay the system?s full implementation. This proposed acquisition will be procured under FAR Part 13 - Acquisition of Non-Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the referenced services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. NLM Synopsis No. NLM 04-133/CYC.
