Description
FORMAL NOTICE OF A76 COMPETITIVE SOURCING STUDY (NON-MEO). This notice constitutes the formal announcement of the OMB A-76 STREAMLINED COMPETITION without MEO for the ITC WORKSTATION TEAM of DOL-OASAM-ITC, coded W310 under the OMB Circular A-76, dated 29 May 2003. These services are currently performed at the Department of Labor?s, Office of Assistant Secretary for Administration and Management, Information Technology Center (ITC), located at the Frances Perkins Building, 200 Constitution Avenue, N.W., Washington, D.C. The purpose of the A-76 Non-MEO Streamlined study is to determine the least costly and most efficient operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, ?Performance of Commercial Activities,? which sets forth the general policy of the Government to achieve economy and enhance productivity. The circular requires Federal agencies to review their commercial activities (CA) functions to determine whether it would be more economical to continue operating them in-house (with Government employees) or under contract with commercial sources. The review shall be conducted in accordance with the OMB A-76 Circular. This synopsis serves to publish the official state at the FedBizOpps web site at www.eps.gov. The formal start date for this study begins 5/10/04 until concluded under the Streamlined Competition process which shall not exceed 90 days. This streamlined competition will review 9 government FTE IT positions that include: (1) IT Specialists- GS-2210-14, (6) IT Specialists- GS-2210-13, (1) IT Specialist-GS-2210-11 and (1) Computer Assistant-GS-335-5. The function provides the following services, that include: 1) Developing and managing the Department?s LAN. Add change and delete user accounts and apply permissions as appropriate, 2) Developing and maintaining network policy, standards, and operating procedures used by OASAM LAN Administrators, management officials and network users, 3) Ensuring that the Employee Computer Network (ECN) services are available Department-wide without interruption and provide responsive service to network problems, 4) Supporting (testing and installing) the XP migrations to the desktop for the ECN users, 5) Updating Web contents (migrating content from the development server to production for all DOL agencies home pages). Support a variety of Web content work for the agencies such as coping of files to CD?s and deletion of file based on requests, 6) Providing on-site configuration of network printer?s installation and set up print drivers, 7) Setting up email accounts distribution list and public folders, 8) Certifying hardware and software and set the governing administrative rules in support of the clients, and 9) Coordinating and managing bi-weekly and monthly IT meetings that include issues and information sharing with the technical regional offices and the national office. The Competitive Sourcing Official (CSO) is Mr. Patrick Pizzella, the Agency Tender Official (ATO) is Tom Wiesner, the Performance Work Team leader is Kathy Fox, the Contracting Officer (CO) is Robert Knauer, CPCM, and the HRA is Traci Orange.
