Description
The Portland VA Medical Center is seeking professional design services for an Architect-Engineer firm to demolish 20 seismically deficient and vacant structures on the Vancouver Campus and prepare the resulting vacant land for ?Enhanced Use Lease? opportunities. The project not only includes the demolition of the buildings but also creation of new roads to more efficiently access the remaining patient functions at the campus. All construction drawings shall be provided on AutoCAD 2002 and specifications in Microsoft Word 2000. The NAICS code is 541310 with the small business size standard of $4,000,000.00. Construction cost is between $1,000,000 and $5,000,000. Award will be made to the A/E judged by the VA to be the best qualified for the work. The following factors apply: 1) Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of the same/similar nature, size and cost; 2) Reputation and standing of firm and principal officers with respect to professional performance, general management and cooperativeness; 3) Record of significant claims against client because of improper or incomplete architectural and engineering service; 4) Past performance and capability on meeting schedules and mobilizing. Area of consideration is limited to a 50 mile radius from the Portland VA Medical Center, Portland, Oregon 97239. A short list of qualified firms submitting SF 254 and SF 255 will be used to determine award. This is a 100% total small business set-aside. All interested, responsible and qualified business firms within the geographical limitation desiring consideration shall submit three (3) copies each of SF 254 and 255?s and other pertinent information to arrive no later than 4:00 PM on 10 June 2004 with a cover letter identifying RFP 648-59-04 to Portland VA Medical Center, Attn: Susan Mechals, POC (P4CONT), PO Box 1034, Portland, Oregon.
