Description
This Request For Information (RFI) is in support of a market survey being conducted by the Air Force to identify potential sources of commercially available signal simulators to support the execution of Phase B of the Modernized User Equipment (MUE) Program. The Government is interested in determining the commercial availability of GPS signal simulators by April 2005 that meet the following requirements: 1) Verified conformance to all Advanced Encryption Standard (AES) encrypted M code signals (Military (M), Puncture Acquisition (PA), and Frequency Hop Acquisition (FA))as specified in Interface Control Document (ICD)-GPS-700A on both L1 and L2, as applicable. 2) Verified conformance to the L1 Course Acquisition (C/A), L2 Civil (C), and L1 P & Y and L2 P & Y codes as specified in ICD-GPS-200C. 3) Verified conformance to SAASM functionality and performance as specified in SS-GPS-001. 4) Certified for Selective Availability Anti-Spoofing Module (SAASM) and Y code simulation operations. 5) Readily created scenarios with platform dynamics ranging from static through 12 gs of Jerk, and acceleration to velocities of 1200 knots. 6) Readily configurable GPS satellite constellations. The simulator should have the following characteristics: 1) An adaptable and configurable Initial Measuring Unit (IMU) model to provide the receiver under test with a stream of simulated platform aiding data. Lacking an IMU model, an easy means of synchronizing the simulator signal output with an external IMU simulation and readily available and adaptable data of the platform dynamics simulated in the signal. 2) An accurate signal level range on any and all codes singly or in any combination and controllable either vernierly or in ≤0.5 dB steps from -180 dBW to -100 dBW. 3) An easy means of synchronizing the simulator signal output with an external jamming/noise source generator, or an internal jammer/noise source independently controllable on L1 and L2, each, over a range of -204 dBW-Hz to -50 dBW-Hz with bandwidths from 1 KHz to 31 MHz and having the full range of jammer types. Organizations with existing ability to support the requirements or the ability to support the requirements by the identified need date are requested to submit a statement of capability. Responses must be submitted by mail, as both a hard copy and in electronic form as a document in MS Word 98 or higher format or PDF format. All responses must conform to 8.5x 11 inch pages, with font no smaller than 12 point. Contractor format brochures and other documentation are acceptable as long as they fully document compliance with the stated requirements. All responses are to be unclassified. If responses contain proprietary or competition sensitive data all such data must be appropriately marked and will be protected according to current Government regulations. This information is for planning purposes only, any information submitted by respondents to this RFI is strictly voluntary. Additional questions to the Government may be included under separate cover, the government reserves the right to not respond to all questions but will make an effort to respond to questions. All questions will be considered in future program planning efforts. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the government as to its ultimate acquisition approach. The government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents as a result of this request.
