Description
Proposals are being requested and a written solicitation will be issued. This solicitation is a 100% Small Business Set-Aside. The Standard Industrial Classification Code is 7549 (Vehicle Towing) and applies to business with less than $6,000,000 annu al receipts. Proposals are being requested for Solicitation W911SG-04-R-0010. The Directorate of Contracting, Ft. Bliss, TX, has a requirement for a contract at no cost for Towing, Storage, and Auctioning of abandoned and unclaimed vehicles for the period 01 July 2004 thru 30 June 2005 plus 9 one-year options. BASE YEAR (01 JULY 2004 thru 01 JUNE 2005) ITEM 0001: TOWING FEE PER VEHICLE (Estimate 130 Vehicles Per Year); ITEM 0002: STORAGE FEE COVERED - 5 SIDES GARAGE (Estimated 20 Days); ITEM 0003: STORAGE F EE OUTSIDE, SECURED, UNCOVERED AREA (Estimated 3,250 Days); and ITEM 0004: TOWING SERVICES FOR RANGES (Estimated 35 Vehicles). The purpose of this contract is to remove abandoned vehicles from Fort Bliss roadways. The contractor shall provide complete wrec ker and towing service and provide storage for the vehicles until the owners' claim the vehicles or the required time for storage has elapsed. Contractor shall sell at auction all unclaimed vehicles. The contractor shall respond to the Military Police or D epartment of the Army Police's telephonic request for Towing Services within two hours of the notification. Primary Duty Hours are Monday thru Friday (7:30 AM [0730] M.S.T. thru 4 PM [1600] M.S.T.); however, the contractor shall provide services at other than regular duty hours. The Provost Marshal shall determine what vehicles shall be placed under covered or uncovered storage. The contractor shall hold all impounded vehicles until claimed by the owner or as required by Texas statues. The contractor shal l notify the Provost Marshal at the end of the 120-day period of the owner failure to claim the vehicle. The Provost Marshal shall notify the owner by certified mail or the Contractor's intent to dispose of the unclaimed vehicle in accordance with Texas St atues. The government will not be liable for any charges against any unclaimed vehicle. At no time during the contract, period will the Government becomes liable for any fees or charges; all fees or changes shall be collected from the owner of the vehicle or proceeds of the auction. The contractor shall return any excess funds from the auction to the Directorate of Community Activity, in accordance with 10 USC 2575, which permits military installations to retain monetary proceeds from the sale of lost, aban doned or unclaimed personal property. The towing charges for unclaimed vehicles are deducted and authorized by the Contracting Officer against the proceeds. The contractor and the Military Police or Department of the Army Police will agree on a date and ti me for each auction. Checks will be payable to the Directorate of Community Activities and mailed to the Directorate of Contracting, Fort Bliss, TX along with copies of the SF 97 (U.S. Government Certificate to obtain Title to a Vehicle); with a detailed b reak down of monies owned on each vehicle; and monies recovered from each vehicle. Interested small business shall include the information at FAR 52.212-3 (Offeror Representation and Certifications for Commercial Items) with their DUNS, Cage, and Tax Ident ification Numbers, and be able to accept payment through Electronic Funds Transfer (Federal Acquisition Regulation (FAR) 52.232-33), and comply with Central Contracting Registration. The Service Contract Act requires that wage rates be in accordance with t he Department of the Labor Wage Determination 94-2511 (Revision 23), date of last Revision: 30 Sep 2003, for El Paso Area. Labor Wage Rates may be obtained from http://www.servicecontract.fedworld.gov/searchsca.htm or www.ceals.usace.army.mil. FAR 52.212-2 Evaluation will be based on past performance and price, when combined, are equally important. Required Past Performance Information: Offerors shall submit (thr ee) 3 references for contracts performed within three years, that are the same and/or similar to the size, magnitude and complexity as this requirement. For each reference, include the contract number, dollar value, contract office, and phone number of administrator, customer name and telephone number, and description of service. Submit a description of towed vehicles/equipment to be used. Submit a paragraph on the technical operations proposed for this contract. Submit safety equipment and procedures. Responses to Solicitation W911SG-04-R-0010 are due by 28 MAY 2004 at 3 PM (1500 hours) M.S.T. Offer must be in writing and must be including a signature.
