Description
The Massachusetts National Guard intends to issue a Request for Proposal (RFP W912SV-04-R-0002) to award a single, firm fixed-price contract for the design and construction (design-build) of a Fire Crash/Rescue Station at the Massachusetts Military R eservation (MMR), Cape Cod, Massachusetts. The total scope of the new building is approximately 48,000 S.F. The mission of the facility is to provide 24-hour coverage for all fire and crash emergencies on the Massachusetts Military Reservation and to pro vide assistance in the fire fighting efforts of neighboring communities. A designated area for Army and Air National Guard (UTA) fire-fighting training, equipment storage, and maintenance is also included in the design. The new building consists of a fire -proofed steel structure, masonry veneer and standing seam metal roof. Also contained is a 16-bay apparatus area. The first floor will house administrative functions as well as cooking, dining, and leisure facilities and storage and maintenance facilities for fire fighting gear and life support equipment. The second floor will include 23 private sleeping rooms, fitness and physical therapy areas, lockers, and showers. Infrastructure and support includes utilities, roads, parking, fencing and landscaping. Design and construction shall comply with the specifications and requirements contained in the RFP. The anticipated contract performance period for design and construction is 550 calendar days after receipt of Notice to Proceed (NTP). The estimated price range is between $10,000,000 and $25,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase Once solicitation issue date is on/about 26 May 2004. Phase One proposal closing da te is on/about 28 June 2004. Phase One, evaluation factors include, but are not limited to the offeror and offeror's team past performance, basic technical approach and capability information. Price is not required with Phase Once proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five, of the highest rated contractors to receive Phase Two technical requirements RFP. Phase Two evaluation factors include but are not limited to , Price, Technical Data requirements, Management Plans and a comprehensive design and construction Schedule. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2)). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual rece ipt for the past 3 years. A Small Business subcontracting plan will be required of a large business offeror who is selected to propose in Phase Two and must be submitted with the Phase Two offer. There will be a Pre-proposal Conference on 09 June 2004. Int erested contractors and their anticipated design team are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation package w ill be web only. All amendments, site visit minutes and questions will be posted on the web. The solicitation, all amendments, site visit minutes and questions will only be issued via the following internet site http://www.nationalguardcontracting.org/Ebs /AdvertisedSolicitations.asp All contractors and subcontractors interested in this project must register at the site. There is no charge for the plans and specifications. For security reasons all potential offerors, plan rooms and printing companies are re quired to register in the Central Contractor's Registration (CCR) http://www.ccr.gov/ and the Federal Technical Data Solution (FedTeDS) https://www.fedteds.go v/ in order to view or download the plans or drawings from the web site, which will be available at the time the Phase Two solicitation is issued. This solicitation is not a competitive bid and there will not be a formal public bid opening.
