Description
MITTEN SHELLS, COLD WEATHER, TRIGGER FINGER. The Product Manager- Clothing and Individual Equipment (PM-CIE) at the U.S. Army Research, Development, and Engineering Command, Soldier Systems Center, Natick, MA has a need to identify possible commerci ally available mittens having a Trigger Finger design to replace the current Army Trigger Finger Mitten Shells. The Government is conducting a Market Investigation seeking product information and/or samples of innovative off-the-shelf or non-developmental solutions for evaluation in the year 2004 to replace the Military standard Trigger Finger Mitten Shells (MIL-M-810H). The intent of this market survey is to see modern versions of these mitts using state of the art materials and design features that will meet or exceed MIL-M-810H. The capability of these Trigger Finger Mitten Shells may be one item or modular system (e.g. outer shell and liner, for additional warmth) that has components that will provide environmental protection. The Trigger Finger Mitt en Shells must be a commercial off the shelf (COTS) item that will not require additional research and development. The current Trigger Finger Mitten Shell is to be worn with or without Mitten Inserts, Trigger Finger. Wearing instructions of this item ar e: Keep forefinger in trigger finger only when actually needed. Put thumb in with rest of hand if cold. The current item has fit difficulties with the pattern of this product. Soldiers have problems fitting the insert under the Shell, and the trigger f inger of the pattern is not wide enough for ease of don/ doff. Product shall meet the following critical performance requirements: (1) Minimum Clo value of: 1.58. (2) Provide environmental protection in temperature range: down to approximately -25 ??? ? F. (AR 70-38) (when worn with an item comparable to the standard Trigger finger mitten insert, MIL-M-809F). (3) Minimum service life of 120 days and have a minimum shelf life of 5 years without being affected by mold, fungus, rot, etc. (4) Water repelle ncy. (5) Wind resistant. (6) Subdued in color. (7) Weight: 8.6 ounces or lighter per pair. (8) Provide maximum breathability and comfort. (9) Durable leather/ synthetic palm. (10) Provide wrist adjustability and a means to attach the gloves to an item. The following objective performance requirements are desired: (1) Long gauntlet. Interested firms are requested to submit information on their product(s) within thirty (30) days following the publication of this synopsis. Information should include, bu t not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodology (e.g. ASTM, AATCC), certification/ compliance, warranty terms, relevant company background/experience, ISO 9000 certification, an d any other information that the company believes demonstrates the value of their product(s) and ability to meet the requirements. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples.
