Description
MITTEN SET, EXTREME COLD. The Product Manager- Clothing and Individual Equipment (PM-CIE) at the U.S. Army Research, Development, and Engineering Command, Soldier Systems Center, Natick, MA has a need to identify possible commercially available glov es for Extreme Cold (Arctic) environments to replace the current Army Extreme Cold Mitten Set. The Government is conducting a Market Investigation seeking product information and/or samples of innovative off-the-shelf or non-developmental solutions for ev aluation in the year 2004 to replace the Military standard Extreme Cold Mitten Set (MIL-M-834L). The intent of this market survey is to see modern versions of this mitt using state of the art materials and design that will meet or exceed MIL-M-834L. The capability of this Mitten Shell may be one item or modular system (e.g. outer shell and detachable lining, for additional warmth) that has components that will provide environmental protection. The Extreme Cold Mitten Set must be a commercial off the shel f (COTS) item that will not require additional research and development. Mitten Set, Extreme Cold, is to be worn over the 70/30 % Wool/nylon trigger finger mitten inserts in extreme cold. The current system consists of pair of outer shells, pair of liner s, and a harness. Harness consists of a breast piece and a suspension cord; suspension piece made from tubular cotton braid, provides means to attach glove to an item. Product shall meet the following critical performance requirements: (1) Minimum Clo v alue of: 2.56 (2) Provide environmental protection in extreme cold temperature ranges: - 50 ???? F (Threshold) ??????60 ???? F (Objective)(AR 70-38) when worn with an item comparable to the standard Trigger finger mitten insert (MIL-M- 809F). (3) Minimum service life of 120 days and have a minimum shelf life of 5 years without being affected by mold, fungus, rot, etc. (4) Water repellent, material and thread. (5) Wind resistant. (6) Subdued in color. (7) Provide wrist adjustability and a means to attac h the gloves to an item. (8) Weight: 20.0 ounces or lighter per pair. (9) Provide maximum breathability, comfort, and warmth. (10) Durable leather/ synthetic palm. (11) Easy don/ doff. (12) End item testing: Cold flexibility, not crack or show noticea ble stiffness. The following objective performance requirements are desired: (1) Back of hand and fingers: pile facing for warming cheeks and nose. (2) Long gauntlet. Interested firms are requested to submit information on their product(s) within thir ty (30) days following the publication of this synopsis. Information should include, but not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodology (e.g. ASTM, AATCC), certification/ compli ance, warranty terms, relevant company background/experience, ISO 9000 certification, and any other information that the company believes demonstrates the value of their product(s) and ability to meet the requirements. Companies are also encouraged to sub mit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples.
