Description

NOTICE OF INTENT: The Naval Facilities Engineering Command Contracts Office intends to award on a Sole Source basis to Richards F. Seel, Inc. dba Prime Time, Ardmore, PA 19003, to provide cost analysis and cost modeling expertise to update the draft Parametric Cost Modeling Manual to be distributed subsequently to American Society for Testing and Materials (ASTM) and the International Society of Parametric Analysts (ISPA), for adoption as a national standard. The Navy has taken the lead to institutionalize cost estimating techniques and standardize parametric cost modeling methodologies across government agencies. Prime Time has the experience and specialized knowledge as being the sole author of critical portions of the draft manual and originated concepts, only source that has actually used & executed the standards to prepare parametric cost models and no other organization can provide similar services. The Richards F. Seel, Inc. dba Prime Time is the only source than can provide the same level of service & no other organization can provide comparable support that is cost effective, timely & acceptable. This will be awarded on a Firm Fixed Price using the Simplified Acquisition Procedures. See Note 26.
