Description
NAICS Code: 711510 This requirement is set-aside for small businesses, NAICS Code 711510. EPA's Office of Acquisition Management (OAM) is seeking a photographer to support of the EPA's Office of the Administrator. The photographer shall provide digital photography support of general, individual, and group subjects in a variety of settings and lighting conditions, both indoors and outdoors. The photographer shall also be responsible for employing a wide variety of photographic skills, technical methods in shooting, process and print preparation, and in archiving and retrieval of digital photography. The photographer must have a minimum of three years digital camera and production experience; be highly qualified in Photoshop; have experience in color correction, cropping, and photo retouching; and experience photographing large and small groups, individuals, and spontaneous shots. It is anticipated that this requirement will be for a three month period, with options for up to an additional six months. Services may be needed as frequently as on a daily basis, sometimes with more than one event per day. Requirements for this effort are as follows: - Digital photography support on an on-call basis with 24 hours prior notice; daytime and evening, on and off EPA's Federal Triangle campus required; - High resolution 4x3 or 3x2, with CD(s) and contact sheet, within 3 hours of the event - Provide own equipment, supplies, and materials; - Camera files must have time/date and CD's labeled; - Must provide own transportation to events in the Washington, DC area. Prospective candidates with the appropriate experience and capabilities are invited to submit an offer. The offer must include the following: 1. Address the offeror's experience and capabilities as they relate to this requirement; 2. Provide examples of relevant experience through the submission of a portfolio (on CD or glossy photo-paper prints - returned to offeror upon request); 3. List the offeror's hourly rate for photography work (in 1 hour increments) and for production work (in ? hour increments), as well as the pricing for any materials and other direct costs; 4. Provide three references of relevant past performance having occurred within the past three years. Selection will be made on a best value basis, with technical factors more important than cost.
