Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Climate Protection Partnerships Division (CPPD) Non-Carbon Dioxide Gases and Sequestration Branch (NGSB) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the International Food Policy Research Institute (IFPRI) of Washington, DC under the authority of FAR Part 6.302-1. The purpose of this acquisition is to provide specialized modeling services and future projections using the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT Model). This model has become the standard for projecting global and regional food supply, demand, trade, prices, and global water supply and demand through 2020. Though the current model does not estimate greenhouse gas (GHG) emissions, it is in a unique position to improve the socioeconomic assumptions in EPA's ongoing analysis of GHG mitigation and international agriculture. It has been determined that IFPRI is uniquely qualified to satisfy this requirement because of its ability to provide a leading standard model for scenario assessment. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
