- NASA/GRC has a requirement for: 1. QTY. 1 - SV-Professional Service for SW Upgrade 2. QTY. 1 - SV-Travel & Living Expense/SW Upgrad NASA/GRC intends to purchase the items from: MatrixOne Professional Services, 5440 Corporate Drive, Suite 200, Troy, MI 48098. This procurement is for programming services for an existing installation at the NASA Glenn Research Center of MatrixOne's "eMatrix, and Team Central products. The services include performing an upgrade from the current software version of 9.6.3.1 to version 10.0.3.1 including upgrade of all system software components, Oracle database schema, and java Server Pages. "eMatrix and "Team Central software components are proprietary products of MatrixOne, Inc; therefore, this company is the only qualified one to make modifications to this software. These services are currently on the GSA Contract #GS-35F-0289L. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Monday, May 17, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
