Description
NASA/GSFC has a requirement for a Frequency Tripled, Flight Qualified ND:YV04 Laser System. NASA/GSFC intends to purchase the items from Lite Cycles under the authority of 10 U.S.C 2304 (c)(1), Only One Responsible Source. The Government requires a laser system for use in aircraft experiments. The laser system consists of a laser head and accompanying power supply. The laser system will be used in the airborne ER-2 Cloud Physics Lidar system and must therefore withstand a cold temperature, low pressure environment and must be capable of autonomous operation. The specifications given below are absolute requirements that must be accommodated to meet science requirements. The laser unit must be solid state Nd:YVO4 with output at 355, 532, and 1064 nm; polarization purity of 1064nm output to be 200:1; normal operating mode of 5 kHz repetition rate with nominal output power of 50 microJoules, 25 microJoules, and 50 microJoules per pulse at 355, 532, and 1064 nm, respectively; optional operating mode of 1 kHz repetition rate with nominal output energy of 50 microJoules, 200 microJoules, and 50 microJoules per pulse at 355, 532, and 1064 nm, respectively; laser head must be conductively cooled; laser head must be fiber-coupled to the laser power supply; laser head must be mechanically stable to withstand aircraft g-loadings of up to 9 g's; laser head must not exceed dimensions of 12.5 inches long, 2 inches wide, and 1.25 inches thick; accompanying power supply must use 28 VDC power supply; power supply must utilize all mil-spec components for use in low pressure, low temperature environment; power supply must fit in standard 19" rack mount box; power supply must be conductively or air cooled (no liquid); power supply weight must not exceed 35 lbs; survival temperature for the laser unit is -70 C to +50 C; operating temperature for the laser unit is -20 C to +50 C. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 05/25/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
