- Description This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP), FAR Subpart 13.5 for the issuing of up to 2 Purchase Orders. Awards will be made to individuals or one Contract to a company. The North American Industry Classification System (NAICS) code is 541611. The following FAR and AIDAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52-212-1 Instructions to Offerors-Commerical Items (OCT 2000); FAR 52-212-2 Evaluation Commercial Items (JAN 1999) (see evaluation factors below); FAR 52-212-3, Offeror Representations and Certifications-Commercial Items (July 2002); FAR 52-212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (MAY 2002), and AIDAR 752.7000 Marking (JAN 1993). Background Within the Office of Human Resources, the Policy, Planning and Information Division (HR/PPIM) (1) develops and maintains HR policies and regulations for the Agency; (2) provides interpretations and explanations of Federal and Agency HR policies and regulations to senior managers, supervisors, employees, administrative management staff, executive officers, controllers, and offices within the Agency, State Department, other Federal Agencies, OPM and non-governmental organizations who do business with the Agency. HR/PPIM addresses such issues as pay, leave, benefits programs, allowances, travel entitlements, Work/Life programs (i.e. alternate work schedules (AWS), Telecommuting, and job sharing), performance management, incentive awards, appointment authorities, and training. The work requires knowledge, skill and experience with the three personnel systems utilized by the agency: Foreign Service (FS); Civil Service (GS); and, Foreign Service National (FSN) Working with the above personnel systems requires understanding of the different appointment authorities, laws, regulations and conditions of employment. Therefore, knowledge skill and experience working with all of the above personnel systems is a critical requirement. Additionally, the HR policy staff frequently works with other offices and provides input to other agencies relative to various hiring mechanisms such as: United States Personal Service Contractors (USPSCs), PSSAs/RSSAs, CASUs, Fellows and TAACs. The Office of Human Resources? Policy Office is responsible for developing and maintaining Agency directives in the 400 functional series, consisting of 50 different chapters and 10 other chapters in various stages of development. The Office of Human Resources? Policy Office is also responsible for clearing: Proposed Government-wide legislation affecting either the Civil Service and/or the Foreign Service; Directives developed by Agency offices; and. New or revised sections of the Foreign Affairs Manual and the Standardized Regulations. Continuing job responsibilities include providing service to HR customers, answering inquiries, conducting research, collecting data and preparing analyses on policy initiatives, analyzing current and proposed personnel legislation and regulatory changes, reviewing existing Agency directives to recommend conforming policy and procedural changes, developing new HR programs and implementing policy directives including written supplementary guidance, preparing and issuing Agency notices and decision memoranda or a recurring nature, reviewing rules posted in the Federal Register and other guidance issued by the Office of Personnel management (OPM) for relevance to the Agency and its human resources operation and disseminating OPM information to responsible HR staff and other office in the Agency. Statement of Work The Office of Human Resources, Policy, Planning and Information Division (HR/PPIM) requires 2 expert consultants to provide services to research and analyze Federal and Agency personnel legislation and regulatory changes to: Recommend conforming policy and procedural changes; Develop policy directives; and, Prepare appropriate written supplementary guidance, as required. As well as meet the following qualifications: Demonstrated knowledge and experience in both Foreign Service and Civil service related policies, regulations and operation; Expert knowledge of performance management and promotion board processes, regulations and statutory requirements covering Civil Service, Foreign Service, Senior Executive Service and the Senior Foreign Service; Demonstrated ability to conduct research, analyze Federal personnel legislation and regulatory changes and develop new police directives and/or revise existing policy directives in addition to developing Supplemental Agency guidance as appropriate; and Be available 20 to 30 hours per week on an intermittent basis from June through September 2004. Contract Type The contract will be a firm fixed priced contract. Price Schedule Line Item One 001 Estimated Quantity (EQ) 120 Days, Unit Price $______; Total $__________. Period of Performance The period of performance for this contract will be from June 1, 2004 through October 31, 2004. Security Clearance Contractors/Individuals should have or obtain a security clearance at the Secret Level that will enable them to visit within secure areas of the USAID facility in the Ronald Reagan Building. Contractors would need a facility clearance. Deliverables Maintaining and revising ADS Series 400 directives. This involves charting and tracking the status of all directives for which HR has responsibility and incorporating notices and other regulatory changes. Implementation of SES/SFS Pay Reform Legislation. Development of new regulations and Agency guidance on performance management and pay for performance for SES/SFS employees to meet OPM/OMB certification requirements. Revision of Civil Service/Foreign performance appraisal regulations and Agency guidance to comply with agreements reached with AFGE and AFSA. Revision of ADS chapters, with the following ADS chapters having priority: ADS 422, Personnel Operations, Senior Foreign Service (SFS) ADS 423, Personnel Operations, Senior Executive Service (SES) ADS 462, Employee Evaluation Program ADS 463, Foreign Service Boards ADS 472, Premium Compensation ADS 491, USAID Awards Conversion of remaining USAID Handbook Chapters into ADS chapters, with the following ADS Chapters having priority: ADS 414, Foreign Service Appointments ADS 424, Senior Management Group (SMG) Process ADS 436, Foreign Service Assignments ADS 438, Language Program ADS 475, Service Pay and Involuntary Separation Benefits ADS 493, Retirement Review and revision of the Foreign Affairs Manual. Reviewing ADS directives initiated by other authoring offices within the Agency. Providing expert advice and assistance on FS promotion boards. Evaluation Factors for Award 1. Experience (60 points): Personnel shall have relevant work experience and knowledge of the Civil Service (GS), Foreign Service (FS) and Foreign Service National (FSN) personnel system (e.g., working with the above personnel systems having the understanding of the different appointment authorities, laws, regulations and conditions of employment). 2. Past Performance (40 points): Past performance is a measure of the degree to which a vendor satisfied its customers in the past and complied with laws and regulations. In evaluating past performance, USAID may contact some of the references provided by the vendor and other sources, bureaus, published media and electronic data bases. 3. Cost will be based on best value. PROPOSAL INSTRUCTIONS: The technical proposal should contain the following information as a minimum: Your method and technique for providing the above mentioned services; A discussion of your skills as a consultant in providing similar services; Past Performance References of similar projects in the last three years including the company/federal agency name, contract number; contact person, telephone number; and resume of personnel. The Cost proposal should include all associated costs with Line Item #1 filled out; Contractor Employee Biographical data sheet which can be downloaded at http://www.usaid.gov/procurement_bus_opp/procurement/forms/1420-17/. All proposals shall be submitted by May 21, 2004 at 10:00am. Due to the September 11, 2001 incident, it is not recommended that proposals not be delivered by mail since additional days are added in the sanitizing of mail for delivery to Federal Buildings in this zip code. The proposed procurement is 100 percent set-aside for small business concerns. The selection will consist of a Best Value source selection process based upon merits of the offer and the offeror?s capability. Under a best value source selection, nonprice evaluation factors, when combined are significantly more important than price. USAID will consider an Offeror?s past performance and experience to be more important than its price. However, the USAID will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price.
