Description
The Department is herein clarifying that the April 1, 2004 announcement of a competitive sourcing effort under Office of Management and Budget Circular No. A-76 pertains to services in support of the Office of Multifamily Housing?s administration of rental housing subsidies in the Section 202, 811, 236 and Rental Assistance Programs. This is not to be confused with and does not affect in any way the Department?s efforts in regards to Performance Based Contract Administrators who provide contract administration services for the Project Based Section 8 portfolio. HUD currently devotes an estimated 60 to 80 full time equivalent staffing level to administer the estimated 4,000 Section 202, 811, 236 and Rental Assistance Program agreements that will be covered by this competition. Due to the complexity of the activity, the projected end date of the competition is 18 months from the original posted date of April 1, 2004. There currently are no incumbent service providers performing the program monitoring and administrative functions anticipated to be covered by this competition. It should be noted that General Accounting Office and the HUD Office of Inspector General have reported that this activity is not adequately being performed. The purpose of this competition is to determine the most efficient and cost-effective means for providing the required services. This will be accomplished by conducting a competitive procurement between the Government?s Most Efficient Organization and other non-federal sources. Please note that a contract may or may not ultimately be awarded as a result of this competition. Further announcements concerning this effort will be forthcoming. The Competitive Sourcing Official (CSO) is De Ritchie, Deputy Chief Financial Officer, the Contracting Officer is Catherine Haddon, and the Agency Tender Official is J. Patrick Goray.
