Description
This requirement is being issued by The Department of the Interior (DOI) Gov.Works. Gov.Works intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is for the Department of Health and Human Services, Office of Women's Health. The announcement constitutes the only solicitation. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Jan 2004); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (Jan 2004); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jan 2004). Title: "OWH Border Women's Health Institute " Background: The purpose of this contract is to assist the Office on Women's Health (OWH) at the U.S. Department of Health and Human Services (HHS) in creating a Border Women's Health Institute (BWHI). The BWHI will serve as an educational program that develops and enhances the leadership and advocacy capabilities of women lay health workers/promotoras who reside along the U.S. -Mexico border. This program will promote and institutionalize a holistic approach to health promotion and disease prevention throughout the lifespan for all women in local border community settings. The BWHI will train 20 women per cohort class, two each from the four U.S. states (Texas, New Mexico, Arizona and California) in HHS regions VI and IX and two each from the 6 Mexican states (Baja California, Chihuahua, Couhuila, Lamanipas, Neuvo Leon, and Sonora). ***The competitive Request for Proposal and specifications will be made available via the internet at http://www.govworks.gov/vendor/csolicit.asp under RFP 34917. II. Evaluation Criteria: Evaluation Factors will be checked in the order given. Each offeror's quotation will be evaluated based on the following: Factors A, B, C which are in descending order of importance. A) Technical Capability; B) Past Performance; (Contractor must provide a list of at least 3 previous clients, see submission requirement section of RFP) (References will be checked.) Your proposal must demonstrate that your organization can successfully complete this project. C) Price. Technical factors are more important than Past Performance. Past Performance is as important as Price. Sub-factors listed under each factor are of equal importance to each other. Contract Award -Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s). III. The Government estimate for the full performance of this project is less than $72,000. IV. Proposals must be received by the closing date to be considered. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
