Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to award a contract on a sole source basis to BearingPoint LLC Lexington Park, MD, and its proposed team of IBM Global Services ? Federal, Bethesda, MD, and EDS Corp., Herndon, VA, for the development and demonstration of Global Template 1.0 for the Navy Enterprise Resource Planning (ERP) program. This contract will be for the configuration and testing of all functionality pr oposed for Global Template 1.0, including configuration of the COTS product to Navy business processes, integration testing and certification, support for independent third party testing and formal acceptance, deployment planning, change management, user training materials development, instructor training, user support, development and test hosting, production hosting planning and OPEVAL support, including site preparation and end user initial training at the initial OPEVAL sites. An additional option will be included to support Global Template 1.0 OPEVAL deficiency correction and Follow-on Operational Test and Evaluation (FOT&E) support if required for the program. It is anticipated that a Cost-Type and Firm Fixed Price performance based contract will result from a request for proposal (RFP). The place of performance is expected to be at BearingPoint in Lexington Park and An napolis, MD and the Navy Enterprise Resource Planning Program Office in Rosslyn, VA. The contract will be for a base period of 1 year and 4 one-year options. This is a continuation of services provided under a NAVAIR contract for the Navy ERP pilot project. An RFP issuance is anticipated in the 3rd Quarter of FY 04. Award is expected to be the 4th Quarter of GFY 04. BearingPoint is the incumbent on the NAVAIR SIGMA pilot project. The SIGMA financial management configuration, developed and deployed by BearingPoint at NAVAIR, will form the backbone of the Navy ERP system. BearingPoint and its proposed team of subcontractors is the only source that can combine complete, detailed background knowledge of the financial management backbone with in-depth knowledge of the normalized functionality and configuration baseline.
