- Description
- The Government intends to procure pilotage services under an Indefinite Delivery/Requirements type contract with Firm Fixed Price provisions. The contractor shall provide pilotage services during any 24 hour period, including holidays and weekends, for Naval and Military Sealift Command (MSC) vessels upon request of Commanding Officer/master of vessel. Services will originate/terminate in Hampton Roads, Chesapeake Bay, Potomac River and interstate waters of Virginia contiguous thereto. Intended service is scheduled and is customarily performed by harbor pilots in shifting and piloting naval vessels, both surface and submarine. All government owned MSC ships are included within the scope of this contract and are required to utilize the services provided hereunder. Period of performance will be for one year with option provisions for four additional one-year periods at the same quantity. Delivery will be FOB destination and delivery will be specified in each delivery order. The proposed requirement will be awarded under a Firm Fixed Price contract and will utilize procedures in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. A complete RFQ package will be available on or about 18 May 2004 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. The applicable NAICS Code is 488330. The size standard is $6.0. Potential contractors are hereby notified that the solicitation and subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
