Description
The U.S. Department of Agriculture, Food and Nutrition Service (FNS), intends to award a contract to provide on-site observation and photographic services to confirm retailer food store eligibility to participate in the Food Stamp Program. The purpose of this procurement is to supplement FNS? ability to visit food stores in person, for the purpose of confirming that the store is eligible for authorization according to program regulations. Services to be performed by the Contractor will include participation in FNS-sponsored orientation training sessions for key management staff and for each store visit; completion of a survey form and staple food checklist containing descriptive information of the store?s condition; photographs of the store?s food and nonfood sections; and providing a sketch of the store layout. In addition, the contractor will be required to submit store visit reports within prescribed time frames and provide monthly management summary reports. Proposals will be solicited to perform contract services in one or more of the seven FNS regions. The Northeast, Mid Atlantic, Midwest, Southwest and Western regions will be competitive small business set-aside. The Southeast region (geographical areas: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee) will be HubZone set-aside. The Mountain Plain Region (geographical areas: Colorado, Wyoming, Iowa, Kansas, Missouri, Montana, North Dakota, South Dakota, Nebraska and Utah) will be Full and Open. The contract will be for a Base year and four option years. A negotiated Fixed-Price, Indefinite Delivery-Indefinite Quantity type contract is anticipated. If a contractor is awarded more than one contract (region), the Government reserves the right to combine those contracts (regions), into a single contract. The small business size standard for this procurement is $6 million. The North American Industry Classification System Code is 561499. All Other Business Support Services. A solicitation will be released on or about May 28th. Contractors are encouraged to register on this site to receive notification of the RFP when it is make available.
