Description
Replace HVAC Controls, Building 328 1. GENERAL SCOPE OF WORK 1.1. Remove all existing pneumatic or any existing electronic HVAC controls, and replace with direct digital controls COMPATIBLE WITH Siemens Apogee direct digital controls. All controls systems shall provide feedback to and integrate with our local Siemens Apogee-based energy management control system (EMCS) via the installation?s computer network. All Apogee controls systems shall communicate to/from EMCS, and the necessary Ethernet network cables shall be provided with a termination point in the facility?s communication center. Full programming of the Apogee EMCS front-end including all appropriate points, operational scheduling, and full facility and HVAC system type graphics shall be included in this project. The programming and new parts shall include one-year warranty from date of completion. At end of the project all control devices (valves/dampers/actuators) shall be operational with no leakage from air or water. 1.2. The following is a list of the equipment that shall be retrofitted with new controls: (1 multi-zone AHU w/ 10 zones, 2 VAV AHU, 17 VAV?s, 10 single zone AHU, 16 fan coil units, boiler and associated circulating pumps). East, AHU 1- CIA Lab East, AHU 5- T-37 Section East, AHU 7- T37 Section East, AHU 8- T37 Section East, AHU 9- T37 Section East, AHU 10- T37 Section East, Fan Coils: 16-23 West, AHU 2- (9-VAVs) West, AHU 11- T38 Section West, AHU 12- T38 Section West, AHU 13- T38 Section West, AHU 14- T38 Section West, Fan Coils: 24-31 Second Floor, AHU 15- ADMIN OFFICE (Multi- Zone 1-10) Second Floor, AHU 32- LSI Offices LSI Offices: VAV, 1,2,3, floors (8 VAV?s) Hot Water Boiler/ 2- Pumps: North Mechanical Room Note: East is for the Eastern Side of the facility, West for Western Side of facility, etc. Normally the AHU?s are located on the third floor of each wing accessed from the exterior of the facility, but some systems exist within the interior of the facility. 1.3. SEQUENCE OF OPERATION 1.3.1. Typical AHU: Supply the following control parameters; Supply Fan Status, Space Temperature, Mixed Air Temperature, Supply Air Temperature, Filter Status. Plan for Economizer Mode, Night setback, Occupied/Unoccupied, and adjustable thermostats +/- 2 degrees. Should be able to control/monitor hot or chilled water valve systems. Maintain control with space temperature: set-point 71 degrees 1.3.2. Typical AHU with VAV: Supply the follow control parameters; Occupied/Unoccupied, Fan status, Supply Air Set point, Supply Air Temp, Cooling Valve position, Outside Air Temp, Mixed Air Temp, Return Air Humidity, Return Air Temp, Freezestat, Filter Status, Economizer Damper (mode), Static Pressure Control, Static Pressure Set point, Static Pressure. VAV units should have a adjustable set point/ thermostat +/- 2 degrees, Set point 71 degrees. Allow for modulating inlet AHU dampers, for Economizer Mode, and Night setback. Normally AHU with VAV units are controlled with discharge air. Not sure on type of VAV unit (reheat or modulating damper). 1.3.3. Fan Coil Units: Supply the following control parameters; Space Temp, Fan Status, Discharge Air Temp, Control with Return Air. 1.3.4. Hot Water Boiler/Circulating Pumps: Supply the controls necessary for monitoring and controlling (stop/start) a hot water boiler and (2) hot water circulating pumps. Boiler does not have a reset schedule, but should shut down automatically when outside air conditions exceed 60 degrees. Need to monitor hot water supply temperatures. 1.4. Other: Rebuild or replace any leaking pneumatic damper actuators, linkages or valve linkages. Use only the existing pneumatic damper actuators or valves that are not leaking water/air. Expect at least 20% of actuators or valves leaking. If any Johnson Metysis control systems are encountered, they shall be removed and returned to 47 CES/Del-Jen. 2. General Work Requirements 2.1. Work hours are from 0730 to 1630, Monday through Friday except for federal holidays. If the contractor desires to work outside of these hours, a request shall be submitted to the Contracting Officer (CO) stating the hours and days of work and the reasons for the change. 2.2. A proposed project work schedule shall be submitted to the CO or their designated representative within 10 working days following award of the contract. At a minimum, the schedule shall provide the projected work start date, completion date, show projected system outages (if necessary), and any other significant milestones. All outages shall be coordinated with the CO or their designated representative at least 10 working days before the event. Outages during normal working hours shall be minimized and if possible scheduled during weekends or at night after the flight training is complete. 2.3. Once the workers have arrived on-site, then the project shall be completed within 90 days. 2.4. If more than three days are required to complete the project then the contractor shall request a pass for each employee from CO to last the duration of the project. 2.5. All areas shall be cleaned-up at the end of each work day, and the work areas shall be keep presentable during all processes (with no safety issues present). It is the contractor?s responsibility to safeguard their own supplies, equipment, and tools. The use of hazardous/flammable materials is not permitted unless it is first submitted for review to the Base Hazardous Materials Pharmacy and approval by the Contracting Officer. 2.6. Weekly progress reports shall be submitted to the CO and the Contracting Officer Technical Representative (COTR) not later than close of business every Wednesday. The report may be emailed to the CO and the COTR and shall contain at a minimum the work currently in progress, actual percent complete, estimated number of days ahead or behind based on the current project schedule, any problems encountered and their solutions/recommendations, and the current estimate completion date.
