- EFA Northeast, 10 Industrial Highway, Mail Stop #82, Lester, PA, 19113-2090 SUBJECT: Multiple Award Construction Contract SOL N62477-04-B-0033 DUE: Tentatively June 30, 2004. POC Regina Knox, Contract Specialists at 610-595-0625. DESC: THIS SOLICITATION IS HEREBY BEING ISSUED ON AN ?UNRESTRICTED? BASIS, INVITING FULL AND OPEN COMPETITION, for a Multiple Award Construction contract. The procurement will be conducted by use of an IFB (Invitation for Bids) with an initial or seed project. It will result in the award of up to four (4) Indefinite Delivery/Indefinite Quantity (IDIQ) Maintenance-Construction contracts to the four (4) lowest responsible, responsive bidders. One firm will be selected for the award of the seed project; the other three will be awarded MACC contracts with a guaranteed minimum of $5,000.00 over a three-year contract performance period. The minimum guarantee will be met when the seed project is awarded under N62472-04-B-0033, for the first contract. The second, N62472-04-B-0034, the third N62472-04-B-0035, and possibly a fourth, N62472-04-B-0036, contract will be awarded at the same time, with a guaranteed minimum of $5,000.00 over the life of the contract. Each contract will be for a 36-month performance period. Description of the Seed Project is as follows: The demolition work includes removal of exiting features including carpet; asbestos floor tile; cement-asbestos wall sheathing; metal and gypsum board partitions; doors; areas of suspended ceiling system; fiberboard sheathing attached to underside of roof supports and loose insulation above sheathing; perimeter wall and monitor wall mounted fin-tube radiation and associated steam and condensate piping, pipe hangers, pipe insulation, valves, control tubing (may encounter asbestos insulation and/or lead paint); thru-wall A/C units, suspended air handling units and associated piping, hangers, supports and ductwork; portions of the existing sprinkler system; all electrical work in project area including receptacles, lighting fixtures, motor controllers, switches, and associated circuiting (both active and abandoned); exterior fixtures and associated circuiting at south entrance; all fire alarm devices in project area including initiating and notification appliances and associated circuiting and all telephone wiring within the project areas except for backbone cabling and punch-down panels; and related incidental work. New work includes installation of new carpet and vinyl base; vinyl flooring and base; metal stud/gypsum board partitions; hollow metal doors and frames; wood doors and frames; acoustical tile ceiling and suspension system; acoustical batt insulation in various walls; painting; structural supports for roof mounted HVAC equipment; metal roof flashing and curbs; metal catwalk system extension on metal roof; Exterior insulation finish system (EIFS) repairs at removal openings; exterior canopy at south entrance; various rooftop HVAC units for heating, cooling and ventilation; gas piping valves and regulators; kitchen sink with instant hot water device, under-counter drain pump system, and associated domestic water and drain piping, valves insulation and plumbing fixtures; modifications to the high pressure steam condensate return; extension of the existing sprinkler system to provide protection below the new suspended ceiling and modifications to the sprinkler system above the new suspended ceiling system; new branch circuit panelboards and feeders from existing main distribution switchboards; new lighting fixtures throughout project area with occupancy controls, switches and new branch circuiting and control wiring; new receptacles throughout project area with new branch circuiting; connection of government furnished furniture whips to wall outlets; new HVAC branch circuiting and control wiring; new hot water heater circuiting; new cable trays and support cables for distribution of telephone and data wiring; new telephone and data wiring from punch-down panels and data communications closet to each workstation; new addressable fire alarm initiating appliances, notification appliances, remote annunciator and associated circuiting to existing addressable fire alarm panel; and related incidental work. The Estimated Cost Range is: $1,000,000.00 - $5,000,000.00. The Engineering Field Activity Northeast, Lester, Pa requires this multiple award construction contract for repairs, renovations, new construction and alterations to shore facilities, and utilities, belonging to the Government. This contract provides for the award of individual orders, defined as ?Task Orders? for the accomplishment of various construction projects at the Naval Inventory Control Point, Mechanicsburg, PA and Marine Corp Reserve Centers, activities and customers to multiple awardees. This IDIQ contract has no fixed unit prices. Each Task Order awarded shall include all labor wages, management, supervision, mobilization, material and equipment costs. The contractor shall furnish all project management, planning, estimating, labor, transportation, materials, equipment, tools supervision, design and all other associated costs necessary to fulfill the requirements of the Task Orders. Task orders will be firm fixed price. The estimated range of Task Orders awarded under this contract is between $25,000.00 and $2,000,000.00. Place of Performance shall be designated on each Task Order. The majority of work is anticipated to be performed at facilities located in the Mechanicsburg, PA, surrounding Naval and Marine Corp Reserve Centers. This acquisition will evaluate offerors based on price and ensure responsive, responsible bidders. Responses to the solicitation shall be submitted in an original and three copies and are due at the office of Engineering Field Activity, Northeast, 10 Industrial Highway, Mail Stop #82, Building G, Lester, PA 19113-2090. Submission must be delivered to the bid/proposal box in the lobby of the first floor guard station, date stamped and placed in the bid/proposal box. Submissions are tentatively due on June 30, 2004. It is anticipated that award of a contract will occur July 2004. IFB will be posted on or about 7 June 2004 to the NAVFAC E-Solicitation website.
