Description
The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to solicit on an other than full and open competition basis for engineering, technical and industrial services in support of the NAVSEA Shipbuilding Support Office (NAVSHIPSO) to overhaul, upgrade and modify major Communications, Aircraft Launch and Recovery (ALRE) and HM&E systems for CVN-68 and habitability upgrades on LPD class ships. It is estimated that 228,510 labor hours are required for this effort. These services will be provided through a modification to Contract No. N00140-03-D-0001 with AMSEC LLC. This procurement is being processed using other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1. The purpose of this acquisition is to issue a bridge modification to the current contract. Contract No. N00140-03-D-0001 is an indefinite delivery, indefinite quantity contract with task orders issued on a cost plus fixed fee basis. The Government intends to solicit and negotiate with AMSEC LLC because they are the only source that currently has the requisite personnel in place to perform the required services. Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all proposals received within 45 days after the date of the publication of this synopsis. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The applicable NAICS Code for this effort is 541330 with a Small Business size standard of $20 million.
