- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Radiation and Indoor Air (ORIA) Radiation Protection Division (RPD) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Perspectives Group, Inc. (PGI) of Alexandria, VA under the authority of FAR Part 6.302-1. The purpose of this acquisition is to support EPA's Waste Isolation Pilot Plant (WIPP) recertification outreach activities. In 1998 EPA issued a certification decision that stated that the WIPP facility will comply with EPA's radioactive waste standards. EPA is required to reevaluate and recertify the WIPP's compliance every five years. Under this Purchase Order, PGI shall provide expert support to implement the WIPP Recertification Communications Plan and conduct public forums in New Mexico to obtain comments on the WIPP recertification application and process with stakeholders and the public. In addition, PGI shall assist in the development of print and web-based material that effectively communicates EPA's certification process and final decision. Under this Purchase Order, PGI shall support EPA's ongoing WIPP outreach activities to include: development and implementation of a strategy for informing communities near transuranic waste generator sites; assisting in the translation of complex technical information and issues into products that are easy for the general public to comprehend; designing print and web-based graphics for clear communication of EPA's ongoing regulatory role at WIPP; and to identify opportunities for heightened clarity and completeness of EPA's current WIPP materials. PGI is uniquely qualified to satisfy the Government's requirement due to its ability to develop and implement communications strategies for highly controversial projects, its history of building successful partnerships in such scenarios, and its current work on supporting Agency efforts to redesign and implement public outreach and communications for WIPP certification. It has been determined that because of a 6-month statutory deadline for EPA to render a final recertification decision, in accordance with the WIPP Land Withdrawal Act, PGI is the only vendor with in-depth technical knowledge of EPA's recertification process that can satisfy this requirement. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
