Description
NASA/JSC has a requirement for improvements to the current liquid air back pack system currently in use for space suit testing activities in remote field locations. The effort required by this action will provide two enhanced and modified Liquid Air Packs (LAP) with the following functional capabilities: 1) enable simultaneous test activities by a pair of space suited test subjects; 2) achieve higher fidelity test and extend test time duration by upgrading the 2 LAPS to provide the capability to be re-chargeable from a supply source while the space suited test subjects are still using the LAPs; and, 3) incorporate appropriate sensors to monitor the helath and performance charateristics of the LAP units. NASA/JSC intends to purchase the items from Oceaneering Space Sytems (OSS) in accordance with 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(ii). OSS is the only responsible source capable of completing the necessary upgrades to the LAP because this is highly specialized equipment originally developed by OSS for the hazardous materials industry. The design of the original liquid air backpack system is proprietary to OSS. The improvements, enhancements, and modifications will be based on OSS' unique proprietary design and operational experience. Since OSS designed and fabricated the original liquid air backpack system, they are currently the only known source with the level of expertise, background experience, and necessary tooling and manufacturing techniques to be able to fabricate these replacement liquid air backpack configurations. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 21, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
