- Description
- The Defense Threat Reduction Agency (DTRA) has a requirement for the continued support of an effort entitled "Nuclear Deterrent and Weapons of Mass Destruction Support Program" (NDWSP). This support includes research, analyses, assessments, and technical and operational support directly related to the viability, credibility, security, effectiveness, importance and intellectual infrastructure of U.S. Nuclear Forces (physical infrastructure and mission), as well as removing incentives for the use of WMD. Support service includes: Nuclear planning support, Production of Nuclear Weapons Stockpile Memorandum/Requirements Planning Documents (NWSM/RPD), including but not limited to Contractor review of Combatant Commanders' war plan(s) or the Contractor assisting in the review of the Combatant Commanders' war plan(s), USSTRATCOM Staff and Combatant Commander Staffs with development, advice and training supporting the expansion and application of adaptive planning techniques and procedures of integrated options and adaptive planning systems. Nuclear operational support including but not limited to research, analysis, and assessments. Contractor will also: provide a wide-range of support that requires operational experience and understanding of the deployment, maintenance, and employment of U.S., allied, or other strategic nuclear forces, including laws, policies, tactics, consequence management, collateral damage containment, and other elements of nuclear engagement planning; maintenance cycle efficiency, safety, and security; transportation efficiency, safety, and security; nuclear infrastructure capability and requirements; force and facility operations under nuclear threat or in nuclear environment, Operational and security training and exercise support, including designing, monitoring, execution support, and analysis of exercises. Assisting the nuclear integration function by reviewing, monitoring, and assessing policy, strategy, and plans, as well as technical issues, to ensure the sustained viability of nuclear operations and continued integration within the DoD operational Warfighting Community. Research, analyses, assessments, and technical and operational support focused on WMD emergency response and consequence management preparedness. Support may include (but is not limited to): exercise planning, execution support and assessments for the Office of Homeland Security and other government agencies; technical evaluation of threats, effects, and countermeasures; response plan review and assessment or development. These areas focus on various sources impact on the current and future viability of the U.S. nuclear weapons program infrastructure, the credibility of U.S. nuclear forces, and the effectiveness of the U.S. nuclear forces. Support includes military operational utility and mission effectiveness, as well as expanding missions in WMD deterrence, response, and consequence management. The Government anticipates issuing solicitation number HDTRA1-04-R-0002 on or around 5 April 2004 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 20 May 2004. DTRA anticipates making one award as a result of this solicitation. The resulting contract will be an Indefinite Delivery/Indefinite Quantity type contract for a five-year period of performance, with an estimated ceiling of $65M. Orders can be awarded as firm fixed price, cost plus fixed fee and cost plus award fee. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, no written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments.
