Description
FINANCIAL SERVICES. The following is a statement of work and a Request for Quote. The USDA Forest Service, Regional Office (RO) in California has a requirement for an individual with knowledge and experience specifically in Forest Service financial audits and internal control processes. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. All provisions, clauses and statutes or executive orders for the acquisition of commercial items are applicable to this request. STATEMENT of WORK. BACKGROUND: The purpose is to provide assistance and services to the Review and Analysis Financial Management Team in support of financial statement audits. This support will focus on internal controls as they apply to processes and procedures to include but are not limited to supporting documentation, compliance with applicable regulatory requirements and general controls applicable to support the program. SCOPE OF SERVICES: 1) Review audit samples of financial data. 2) The contractor shall prepare and provide a written record of findings. 3) Additionally, based on review and investigation of financial data, the contractor is expected to discuss the findings with appropriate Forest Service personnel and provide recommendations to enhance and improve processes. 4) The contractor will be expected to provide hands on guidance and direction in the form of training, if needed. 5) The contractor will be expected to perform reviews both in the RO and on the National Forests. 6) The primary duty location is the Forest Service Regional Office in Vallejo, California. Travel to various forests will be required. Travel away from the RO will be paid by the Forest Service as a reimbursable expense. The contractor must comply with the per diem rates and travel policies established by the Federal Travel Regulations. 7) The contractor will be expected to perform additional internal audit related duties as required. 8) The contractor is expected to work independently as well as with the financial management staff, as appropriate. 9) The contractor may invoice once a week for services rendered. Payment will be made through electronic funds transfer. 10) Exclusive of Federal Holidays, the contractor is expected to work a 40 hour week, 5 days a week, 8 hours a per day. The contractor will not be paid for Federal Holidays. PERFORMANCE PERIOD: The performance period is from a mutually acceptable start date in early June 2004, through a completion date of November 5, 2004. The Government fully intends to require services throughout this entire period. However, the Government reserves the right to provide thirty days advance notice and conclude services at no additional cost or obligation to the Government. GOVERNMENT-FURNISHED MATERIAL: The Government will furnish copies of all manuals, handbooks, reports, correspondence and direction needed to perform the internal control reviews based on the contractors request. The Government will also provide workspace, including access to a personal computer (desktop). Other office equipment will be available for the contractor?s use (copy machines, etc.) EVALUATION CRITERIA: The four criteria below are listed in descending order of importance. Each technical criterion is individually more important than Price. Please do not exceed one page per criterion. 1) Prior Forest Service knowledge in internal review and analysis as it relates to financial audits. 2) Knowledge, familiarity, and ability to apply applicable laws, regulations, guidelines, and Forest Service Manual (FSM) and Handbook (FSH) provisions and any other Forest Service direction are essential. 3) Knowledge and experience in the use of FFIS, Microsoft word, access, and excel is mandatory. 4) Price, the quoted hourly rate (see Schedule of Prices). Also include your signature, date and Tax Identification Number. Award will be based on best over all value to the Government, price and other factors considered. Award is contingent upon available funding. Award may be made without further discussions; therefore, firms are advised to submit their best price quote and response to criteria. SCHEDULE OF PRICES: The Forest Service will hire one, and possibly two individuals, to perform the services identified within the above statement of work. Full time, 40 hrs per week, for $ _____________ per hour. GENERAL NOTES: All hourly labor rates are to be fully loaded, inclusive of direct costs, indirect costs, overhead or G&A, profit, incidental materials costs, and tools of the trade. The Contractor's on-site employee must, at all times perform his/her duties in a manner which the Forest Service finds to be suitable and proper. The employee's conduct shall also be suitable and proper. If the Contracting Officer notifies the contractor that an employee's performance or conduct is not suitable and proper the contractor shall remove the employee immediately from the government site and provide a replacement. The Forest Service will not be responsible for any termination or relocation cost incurred by the Contractor. Meetings between the Contractor?s personnel and Contracting Officer?s Representative (COR) will be scheduled as needed to define the course of work and to inspect progress at periodic intervals or decision points. Daily coordination between the Contractor personnel and the COR will be required during certain phases of the project. Supervision of the Contractor?s personnel is the responsibility of the Contractor and costs for this effort shall be included within the above hourly wage rates. Firms must factor in their costs to report to work at the Regional Office in Vallejo, CA. (the primary duty station). When directed by the Government, travel may be required within the State of California. Required travel will be a reimbursable expense, per the most economical means, and shall not exceed the Federal Travel Regulations. SUBMISSION of QUOTES and RESPONSES: Interested firms should submit a written quote and response prior to noon, May 28, 2004: USDA Forest Service, Attn. Cookie Washington, 1323 Club Drive, Vallejo, CA. 94592. Reference Solicitation R5-04-20-041. Quotes will be accepted until noon, May 28, 2004. Please do not exceed one page per criterion, and provide two copies of your complete response. End.
