- THIS IS A TOTAL SMALL BUSINESS SET-ASIDE: The Environmental Protection Agency (EPA), Office of Radiation and Indoor Air (ORIA)/Radiation Protection Division (RPD), has a requirement for Regulatory, Analytical, and Evaluation Support Services for Radiation Protection Programs. The proposed contract is primarily intended to support ORIA/RPD in establishing and managing a national program to ensure that public health and the environment are protected from the risks of unnecessary exposure to ionizing and non-ionizing radiation. ORIA accomplishes its mission by developing and implementing standards and guidance, fostering the use of innovative technologies, and serving as a reliable source of credible information on issues related to radiation protection. Major program areas include (1) Radioactive Waste Disposal and Management (e.g., WIPP, Yucca Mountain, TENORM, Low Activity Waste, clean materials); (2) Cleanup (e.g., radioactively contaminated sites, federal guidance, technology assessment, risk modeling); (3) Emergency and Homeland Security Preparedness, Response, and Recovery; (4) Air Toxics [e.g., NESHAPs (National Emission Standards for Hazardous Air Pollutants)]; and (5) related areas (e.g., modeling, risk assessment, risk harmonization, toxics release inventory, radiation information management). In performance, the Contractor's effort shall be limited to providing the required contractual support in a manner that allows EPA officials to exercise their sole responsibility for determination of Agency policy. Objective: Contractor support is required for the development and implementation of regulations and guidance; the development and support of voluntary partnerships and programs; the evaluation and characterization of radiation sources and their disposition through the environment; the support and implementation of homeland security and radiological emergency preparedness, response and recovery; the development of guidance and site-specific analyses associated with remediation; the evaluation of innovative technologies, and the provision of reliable public information on issues related to radiation protection. To provide this support, the Contractor shall be familiar with all significant Agency policies/practices and guidance and be able to prepare documents and deliverables that meet "plain English" requirements. The Contractor shall furnish the necessary personnel, materials, equipment, hardware and software, services, and facilities to perform any work as specified in work assignments. The support services will be conducted at the contractor's facility. TASKS to be performed: Technical Document Development ; Modeling, Exposure Assessment and Source Characterization Support; Contaminated Site Support/Technology Assessment ; Compliance and Site Audit Support; Emergency and Homeland Security Response and Exercise Support; Training and Information Management Support; and Quality Assurance/Quality Control. This is a total small business set-aside. The applicable NAICS Code is 514199 with a size standard of $6.0 million in annual receipts over the preceding three years. This requirement is a follow-on contract to 68D-00-210 with Trinity Engineering Inc. It is anticipated that the contract start up date will be 1 September 2004. EPA anticipates award of a level-of-effort, cost-plus fixed-fee contract (CPFF). The contract will consist of a twelve (12) month base period and four option periods of twelve (12) months each. The government anticipates an award of a total level-of-effort of 100,000 direct labor hours consisting of 20,000 base hours for each twelve-month period. In addition, the contract will allow for 20,000 optional labor hours. The solicitation, PR-NC-04-10222, will be available on or about 03/24/2004. Proposals will be due approximately 30 days after the Request For Proposal (RFP) issuance date. No further synopsis will be issued. The solicitation and any subsequent amendments will be available via the Internet World Wide Web at http:www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available.
