- This is a combined synopsis/solicitation for commercial items prepared for the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is BATF-0406. The following provisions and clauses are incorporates into this RFQ by reference and no addenda apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 212-4, Contract Terms and Conditions-Commercial Items; FAR 212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Each offeror shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their quote. No additional FAR clauses apply. This requirement is a set-aside for small business and the NAICS code is 611710 with a size standard of $5,000,000. ATF is contracting for services for a three-day Chemistry of Pyrotechnics courses for agents and area supervisors. The course is to teach the scientific background of explosive materials, focusing on the basic principles of pyrotechnic and explosive chemistry. Topics covered during the course include the following: designing a pyrotechnic mix; color theory; heat and light production; chemical stability; storage; smoke production; performance; safety; laboratory demonstration; preparation and testing of mixes. Students must be able to: Identify components and chemistry of pyrotechnic compositions, explosives and devices; develop a sophisticated understanding of the pyrotechnic manufacture processes to apply to the regulated explosives industry; and apply the understanding of the components and processes to the Bureau?s mission of violent crime reduction and public safety as well as their own safety during field inspections. Class size shall not exceed 50 students plus one program manager designated to monitor the course presentation. Contractor will be responsible for providing a classroom to accommodate students; equipment and materials for conducting the course; laboratory facility and supplies; textbooks; and student registration. ATF will be responsible for class attendance and will provide class roster and end-of-course evaluations. The projected course dates for fiscal year 2004 are: July 13-15, 2004 for Chemistry of Pyrotechnics for Inspectors and August 10-12, 2004 for Chemistry of Pyrotechnics for Supervisors. Course dates for Fiscal Years 2005-2008 have not yet been determined. Pricing shall be submitted on a per student per course basis for the base and option years. Offerors will be rated on past performance, technical approach, and qualifications of instructor(s). Past performance, technical approach, and qualifications of instructors when combined, are more important than price. Award will be made on a best value basis and a firm-fixed price/IDIQ contract will be issued for this requirement. The period of performance for this requirement is a three-month base period of July 1, 2004 ? September 30, 2004 with four one-year options. All potential offerors must be registered in the Central Contractor Registration database (www.ccr.gov) prior to award. This RFQ closes at noon June 1, 2004.
