- Screening Information Request (SIR) DTFAAC-04-R-01128 The Federal Aviation Administration (FAA) is announcing its plans for the single source acquisition of Tone Notching/AGC Audio Signal Processors, Digital Signal Products part number 200111-1 (170 each), applicable to FAA's Air Traffic Control's Small Tower Voice Switch (STVS), Litton Rapid Deployment Voice Switches (RDVS) 3080-C and E. A number of voice transmission problems have been reported, from various voice switching sites around the country, where the first syllable(s) or word was being cutoff at the receiving end of an air traffic control (ATC) position. Several prototypes of each of the six proposed components have been installed and tested at various airports. They were found to be effective in terms of solving these critical voice switching problems. Two subsequent engineering studies confirmed the findings of the initial tests. A market survey was conducted, and between May 1 and May 8, 2001, four manufactures were interviewed, including Litton Systems, the original manufacture of the RDVS System and Digital Signal products, Inc., the manufacture of the tested prototypes. Only Digital Signal Products, Inc., offered a satisfactory solution to the voice switching problems. Litton Systems expressed no interest in the proposed modifications. It is critical that the voice switching problems be corrected as soon as possible. Current conditions are unsatisfactory and unnecessarily expose the NAS to unacceptable risks that negatively impact the safety of the flying public. We know of no company, other than Digital Signal Products that is in a position to readily respond with a proven acceptable solution. Accordingly, the FAA intends to negotiate a firm-fixed price type of order, with Digital Signal Products, for this item.
