Description
You are invited to submit a budgetary quotation to furnish training as outlined in the Performance Work Statement, below. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. PERFORMANCE WORK STATEMENT. 1. Scope. a. Training is required by the USAF in support of an Egyptian Air Force (EAF) foreign military sales program, Peace Vector VI. Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. All instruction is to be in the English language and training will be conducted in Egypt. b. Operator and maintenance training will be for four EAF Non Commissioned Officer technicians on the list of shop tools provided below. 2. Technical Training. a. The contractor shall propose course content and duration of training. The training objective is to provide the EAF trainees with operator (how to use for intended purpose) and maintenance capability to maintain the tools/equipment in a serviceable condition. Technicians shall be provided knowledge and skills necessary to succeed as operators and maintainers of the below listed equipment. b. The contractor shall provide course outlines detailing major topics/assemblies and the hours required to train the EAF technicians. Training shall include combinations of formal classroom instruction and "hands-on" practical exercises so as to provide skill proficiency to perform tasks "unsupervised." Primary emphasis shall be "hands-on" practical experience. Estimated timeframe for this training is sometime in late FY05. Training will be conducted at Fayid Air Base, Egypt. AFSAT will coordinate with the EAF and contractor to determine the exact dates the training can be provided. c. Equipment/Tool List: Light Test ? P/N 583120; Kit, Terminal Radio-TVW1963 TL ? Training Materials. Training materials can be in contractor format. All training materials used by the student during course presentation will be retained by the student.
