- Description
- The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items or services necessary to perform the management and operation of commercial travel office at Misawa Air Base, Japan. The Contractor shall provide travel services, such as making reservations of air flights, auto rental and lodging reservations, ticketing and management report requirements, etc for Appropriated Fund (APF) official travels, NAFI (Nonappropriated Fund Instrumentality) official travels, and leisure in conjunction with official (LICWO) travels. The period of performance is anticipated to be one-year basic period with four (4) one-year options, for a total five (5) years. The anticipated performance start date is 1 Sep 04. Solicitation is issued as a Request for Proposal (RFP) under the FA5205-04-R-0012. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-22. This acquisition is unrestricted in regards to size standards. Applicable NAICS code is 561510. There is no quaranteed minimum purchase. Actual requirements are subject to substantial variation in quantity over time. Estimated workloads were established based on past history shown in the appendix 1a of Statement of Work (SOW). Offerors will propose an air travel discount percentage fee for APF, NAFI, and LICWO travels. Award will be made to the offeror whose offer will be best value to the Government considering the evaluation factors stated in the solicitation. A pre-proposal conference/site visit is scheduled on 28 May 04 1330 Japan Standard Time (JST) at Misawa AB, Japan. Firms wishing to attend are requested to provide pre-proposal conference/site visit reservation form no later than 21 May 04, 1330 JST to below person. All offers are due to the 35th Contracting Squadron/LGCB, Misawa AB, Japan, no later than 4 Jun 04, 1430 JST. Offerors are reminded that e-mail transmission of proposal prior to the closing date and time will not constitute a timely submission of proposal unless it is received by the Government prior to the closing date and time. Proposal received at the address specified for the receipt of offers after the exact time will not be considered. Any prospective contractors must be registered in the Central Contractor Registration database (http://www.ccr.gov) prior to any contract award. Registration required applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award.
