- FISC Norfolk Det. Phila. intends to acquire, on a sole source basis in accordance with FAR 6.302-1, test administration services from The College Board of New York City (The College Board). The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition is to provide DANTES with test administration services for the College Level Examination Program (CLEP) and Scholastic Assessment Test (SAT) Program. It is intended to acquire administration services for CLEP electronic computer-based testing (eCBT) at national test centers (colleges and universities) operating on home campuses or military installations. Additionally the acquisition will provide for the printing, distributing, scoring, and reporting of CLEP eCBT paper-based tests, and the SAT. The acquisition will also provide for transcript services, inventory control, record storage, and information services regarding past and present testing matters relating to the CLEP and SAT programs. It is anticipated that an indefinite delivery requirements contract with fixed priced provisions, including a one-year base period and two (2) one-year options will be awarded to satisfy this requirement. The College Board is considered the only supplier of all the required test administration services and associated materials. The solicitation and contract award will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12.
