Description
REQUEST FOR INFORMATION: MOBILE MOLECULAR TESTING LABORATORY 1.0 SUBJECT Request for Information (RFI) for a Mobile Molecular Testing Laboratory (MMTL) in support of onsite identification of specific infectious disease pathogens and toxins of operational significance is solicited. The MMTL will be cab-integrated, totally self-contained and equipped with a power generator, water source, and waste unit. Additionally, it will be equipped with external hookups for power, water, and drainage systems. It shall be composed of Biosafety Level 2 (BSL-2) and Biosafety Level 3 (BSL-3) compartmentalized laboratories and state-of-the-art equipment for the culturing and rapid identification of pathogens and toxins using genomic, proteomic and immunoassays. The BSL-3 shall be used for growing suspected pathogens of military significance, endemic infectious disease agents, and extraction of their proteins, nucleic acids, and toxins. Robotic and microfluidic systems for semi-automated and automated sample preparation will also be included as standard equipment. The MMTL will also be equipped with a non-aerosolizing table-top centrifuge, sample collection devices, biosafety cabinets, chemiluminescent imager, bacterial/viral incubators, autoclave sterilizer, shower/decontamination unit, eye-wash station, sterilizing waste disposal system, and telephone/fax/printer/computer hookups, to include secured communications. Onsite training in the use of the MMTL shall be provided along with field-testing to be accomplished at Brooks City-Base in San Antonio, TX. Internal dimensions of the MMTL should be no more than 8 feet 6 inches wide, 32 feet long, and 8 feet high. The MMTL will also be capable of rapid response and mission sustainment independent of air transportation, prior to deployment to sites of incidence or importance. Responses must specifically address the following: 1. Expertise in cutting-edge real-time infectious disease molecular testing using molecular and non-molecular techniques. 2. Expertise in Biosafety Level 3 (BSL-3) laboratory construction and operation. 3. Ability to deliver a fully contained self-powered testing laboratory meeting criteria 1 & 2. 4. Capability to train molecular diagnostic technologies and BSL-3 practices. 2.0 DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation.
