Description

319 CONS, Grand Forks AFB, ND seeks potential 8(a) sources capable of performing the Simplified Acquisition Base Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) contract at Grand Forks AFB and Cavalier Air Station in North Dakota. All respondents must have 8(a) certification with the Small Business Administration in either North Dakota, South Dakota, Minnesota, Wisconsin, Montana, Iowa, Michigan, Nebraska, or Wyoming. The contractor will be responsible to furnish all plant, labor, materials, supplies, and supervision necessary for construction delivery orders, including design, that are expected to range between $2,000 and $750,000, with a maximum of $10,000,000 per year, and a minimum guarantee of $200,000 per year. This is expected to be a 5 year contract with 1 base year and 4 option years which will be at the governments discretion, with a lifetime maximum for the contract of $40,000,000. The SABER contracting program was established to supplement Air Force Civil Engineers? capability to perform construction, facility repair and real property maintenance projects. Performance of this project is scheduled to begin in March of 2005 Tentative solicitation release date is 1 Aug 04. A presolictitation notice will be issued at least 15 days prior to actual release date. The North American Industry Classification System (NAICS) code for this requirement is 236220, with a size standard of $28,500,000. THIS IS NOT A SOLICITATION, THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO IDENTIFY POTENTIAL OFFERORS AND CONSIDER POSSIBLE GEOGRAPHIC RESTRICTIONS IF AND WHEN A SOLICITATION IS DEVELOPED. Potential offerors are invited to submit statements of capabilities outlining past work that is strongly related to the requirements listed in this synopsis. Identify the management and technical personnel in your company available for contract effort. Along with the statement of capabilities, identify any government or commercial contracts held within the last three years that are similar in complexity and magnitude, providing points of contacts, telephone numbers and specific information regarding the contract(s) to enable collection of past performance information. Also provide business status, size and proof of 8(a) certification. The number of respondent's with appropriate performance history and capabilities will be used to determine if this project will be restricted to only North Dakota 8(a) firms; restricted to only North Dakota, South Dakota, or Minnesota 8(a) firms, or opened up to also include 8(a) firms from Wisconsin, Montana, Iowa, Michigan, Nebraska, and Wyoming.
