Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to CAC-T, Collective Training Directorate (CTD) for Executive Agent (EA) for Army Digital Training Strategy (ADTS). The contractor shall provide support for CAC-T CTDs Army Digital Training Strategy (ADTS)Executive Agent (EA) responsibilities. The tasks are administrative, including keeping records, preparing military correspond ence and briefings for Government review, operating office automation equipment and participating in live and distributed conferences in support of Army Digital Training Strategy Executive Agent responsibilities. All interested contractors must address all areas of their expertise listed in this requirement. The contractor personnel shall meet the following experience qualifications: - (Required) The initiative and ability to perform rapid and sound mission analysis, be self-starters. Staff experience in operational positions that provided knowledge, experience and understanding to incorporate Battle Command and Battle Staff functiona lity and change is critical. - (Required) Have a SECRET clearance. - (Required) Be proficient in Microsoft Office applications (Word, Excel, Power Point, Access and Outlook). - (Required) Have knowledge of the Joint and Armys current Battle Command doctrine. - (Required) Have knowledge and experience with currently fielded versions of Army Battle Command Systems (ABCS) and Joint digital systems C4ISR. - (Required) Sign a statement of non-disclosure. - (Desired) Have Combined Arms experience as a Battalion (or higher) primary battle staff officer and possess a Military Education Level 4 (MEL-4) or higher for retired officers or Battle Staff NCO School with an additional skill identifier (ASI) 2S for re tired NCOs. - (Desired) Basic knowledge in development of Basis of Issue Plans, Straps in support of Operational, Institutional and Self-development training. - (Desired) Have knowledge and have experience with building POM products and validating training requirements. This is a new requirement. The complete requirements will be included in the Statement of Work (SOW) issued with the solicitation notice. The Federal Supply Classification (FSC) code for this project is R415, NAICS code is 561110, and SIC code is 8741. T he contractor shall provide management and daily oversight support of the Armys Executive Agent for ADTS. This is summarized as task analysis, review of developing training products, assessment of training requirements, training product recommendations, c oordination, record-keeping, preparing ADTS related correspondence and briefings, operating office equipment to include computers, and preparations for planning and executing both live and distributed conferences. Tasks are Sustain the ADTS documentation and serve as Subject Matter Expert (SME) for Battle Command Training Analytics and Matrix for the Operational Training Domain to the Army Digital Training Strategy in validating computation of student throughput, re-configurable TOCs, and classroom require ments, in relationship to the procedures for development of the installation worksheets that support and compute the analytics. Prepare trip reports, progress reports, and briefings; write information/point papers, summaries, and other products to capture lessons learned. All responses will be considered and must include proof of the ability to provide support to CAC-T, CTD for ADTS EA including performance information and references on the contractors abilities. The response should also provide GSA schedule information, c ontract labor categories and rates for this service.
