Description
This is a notice for sources sought. The past practices of the Department of Defense and others have shown that many sites are contaminated with Munitions and Explosives of Concern (MEC). This ordnance, in many cases, is still capable of functioning as intended and poses a threat to the popu lation that comes into contact with it. As an ongoing program the U.S Army Corps of Engineers, and the Corps of Engineers, Engineering and Support Center, Huntsville, design and execute investigations, studies, and remediation (i.e. removal actions) on th ese sites. A destruction system is required that can be reused repeatedly, has a high production rate, is readily available, has been tested, and is approved/certified by the Department of Defense Explosive Safety Board. The system shall totally contain all fragmentation, not release any pollutants into the environment, mitigate the blast and shock wave, and result in the elimination for personnel hearing protection within a few feet of the detonation. The objective of the U.S. Army Corps of Engineers is to determine if there are sources that can provide a Controlled Detonation Chamber (CDC) for the destruction of conventional and /or chemical ordnance. If there are approved/certified sources available, the U.S. Army Engineering and Support Center, Hunts ville will issue a request for proposals in order to obtain the use of the system. Other services may also be required, however are not limited to the following: preparation of work plans, performance of tests, demilitarization of MEC, provide monitoring, explosives, transportation of MEC, storage magazines, sampling and analysis and disposal of wastes. The chamber may be required to be in use at multiple locations during the duration of this contract. Potential Offerors that have an approved/certified Controlled Detonation Chamber for the destruction of MEC as described above, are to submit the following information to the U.S. Army Engineering and Support Center, Huntsville at 4820 University Square, H untsville, Alabama, 35816-1822 by 1600 Hours on 8 June 2004: 1) A Description of the Controlled Detonation Chamber including: a) the Size and Type of MEC that can be destroyed within the system and b) Production Rate; and 2)Approval/Certification Letter by the Department of Defense Explosive Safety Board The Contract Specialist for this project is Mr. Michael R.
