REPOST: CLARIFIED a) LINE ITEM 001 AS MANUFACTURED BY CONTAMINATION CONTROL APPAREL (CCA) MFR PART #: SL-172-TF. b) LINE ITEM 002 CP 7 BUTYL GLOVES (SMOOTH ONLY). c) PARTIAL SHIPMENTS ARE ACCEPTABLE. d) GOVERNMENT RETAINS THE RIGHT TO CONSIDER THE PERCENTAGE OF THE LINE ITEMS THAT ARE CURRENTLY ON AN OFFEROR’S GSA SCHEDULE AS A PREFERENCE FOR AWARD. OFFERORS MAY BID LINE ITEMS THAT ARE NOT CURRENTLY ON THEIR GSA SCHEDULE, BUT THE VALUE OF THOSE LINE ITEMS CANNOT EXCEED 50% OF THE TOTAL VALUE OF THE ORDER. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The reference number is 1069-4Z7049 and is issued as a request for quotation (RFQ). FOB Destination shall be STERLING, VA 20164. We anticipate award for this purchase order to be on or before MAY 30, 2004. This is a 100% Small Business set-aside. This RFQ must be quoted off a Vendor’s GSA Schedule only. GOVERNMENT RETAINS THE RIGHT TO CONSIDER THE PERCENTAGE OF THE LINE ITEMS THAT ARE CURRENTLY ON AN OFFEROR’S GSA SCHEDULE AS A PREFERENCE FOR AWARD. OFFERORS MAY BID LINE ITEMS THAT ARE NOT CURRENTLY ON THEIR GSA SCHEDULE, BUT THE VALUE OF THOSE LINE ITEMS CANNOT EXCEED 50% OF THE TOTAL VALUE OF THE ORDER. The government plans to award a commercial item purchase order to the bidder with the most advantageous bid to the government based on both price and delivery capability. Therefore, all bidders MUST submit their best price and best delivery capabilities through www.FedBid.com. The U.S. Department of State, requires the following EXACT MATCH TO THE FOLLOWING SPECIFIACTIONS AND PART NUMBERS: LINE ITEM 001: Tyvek Type F with Hood and Boots size XXXL – Dupont Military Tyvek F coveralls; Super Nova USA Inc., MANUFACTURED BY CONTAMINATION CONTROL APPAREL (CCA), Part Number: SL-172-TF, Taped Seam, respirator Fit hood, elastic wrist and ankles, Vapor/splash protective flap over zipper. Packed in easy opening vacuum-sealed bag with coverall sizes labeled on package. All coveralls will be gray in color. QTY 6000 EA. LINE ITEM 002: Butyl Gloves CP 7 (SMOOTH) Size Small – Chemical protective butyl gloves 7 Mils thick, Black in color. Packaged by the pair in cases of 50 pairs QTY 100 PR. LINE ITEM 003: Training Kit, M256 Detector NSN: 6665-01-112-1644 – M256 Chemical agent detector training kit is packaged in a blue corrugated box that contains 36 individually packaged simulators and an instruction card. The kit is used to determine the presence or absence of a chemical agent during training scenarios. The kit can be used to train personnel in the detection of blood, blister and choking agents. QTY 500 EA. LINE ITEM 004: M295 Decontamination Kit – The M295 kit consists of four packet assemblies. A box contains twenty (20) kits for a total of eighty (80) packet assemblies. The packet is designed to fit comfortably within a pocket of the battle dress over-garment. Each packet assembly contains a mitt comprised of decontamination agent, sorbent powder per EA-PRF-2166A (e.g. a mixture of spray-dried alumina-silica and activated carbon) contained within a pad material and backing material. The mitt is worn by either hand and is equipped with a means to secure the mitt to the users hand. In use, sorbent powder from the mitt is allowed to flow freely through the pad material of the mitt. Decontamination is accomplished through sorption of contamination by both the pad material and by the sorbent powder. QTY 1000 EA. LINE ITEM 005: M8 Paper Chemical Agent Detector: NSN (book) – M8 paper is issued in a book of 25 Tan sheets of chemically treated, dye-impregnated paper, perforated for easy removal. A color comparison bar chart is printed on the inside of the front cover of the book. The book is heat-sealed in a polyethylene envelope. LINE ITEM 006: Canteen 2-Quart Collapsible with M1 NBC Cap NSN: 8465-01-118-8173 – 2 Quart collapsible water container, color: Olive Drab. Canteens must include M-1 NBC (Nuclear, Biological, Chemical) Cap, to be used in conjunction with military M40A1 Protective mask. QTY 3000 EA. Offerors are cautioned to address each specification completely when submitting their bid. Offerors that do not address each specification fully may be rejected without further consideration. NOTE: Offerors quoting a product that are not the manufacturer or an authorized distributor of the brand name product MUST submit a signed letter from the manufacturer of the brand name product stating the following: “MANUFACTURER, has agreed to supply brand name product to YOUR COMPANY for the purpose of providing the supplies to the DoS.” Letter MUST be on the manufacturers company letterhead and submitted to FedBid’s Clientservices division prior to the closing date. This must be provided in order to be considered for award. NO EXCEPTIONS. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes, which descend in price during the specified period of time. All responsible sources MUST submit a quote/offer to the US State Department using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on line for 1069-4Z7049 062. Offerors that are not currently registered to use the FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on Wednesday, May 17, 2004 on/about 1100 ET, and end on TUESDAY, MAY 18 2004 at 1400 ET. The selected contractor must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The selected offeror MUST submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items. FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. The following provisions in the Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text: FAR 52.212-4 Contract Terms and Conditions Commercial Items, The following FAR clauses in paragraph (b) of FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. In addition, the selected offeror must certify that they: (a) do not comply with the Arab league boycott of the State of Israel, by taking or knowingly agree to take any action with respect to the boycott of Israel by the Arab League countries, which Section 8(a) of the Export Administration Act of 1979 as amended (50 USC Ap 2407a) prohibits a U.S. person from taking, and (b) do not discriminate in the award of subcontracts on the basis of religion.
